Research On Investment And Financing Model Of RC-PP In Special Town Of Sports

Sports characteristic town is a new attempt of cross-border integration of sports industry under the background of new urbanization,healthy China and national fitness.At present,the development of sports characteristic town is one of the most popular industries in the development of sports industry,but there is no mature construction system in the construction,and the construction of sports characteristic town in our country takes the road of mode exploration.In order to have more reliable theoretical guidance,it can also provide reference for the construction of small towns with sports characteristics in the future.Based on consulting data,this paper uses logical analysis method,model construction method,case analysis method and field investigation method to RC-PPP the sports characteristic town model construction and application research of investment and financing mode.A new type of RC-PPP investment and financing model is constructed in this paper.Under this model,the government and social investors closely combine and cooperate with each other to participate in the construction of small town projects all the time,which is different from the other models in which the two participate the RC-PPP investment and financing model,the government and social investors participate in the formation of the project company,which is responsible for all matters of the project construction;in this model,the functions of the government will change,not as the leader of the project but as the participant and supervisor;in the process of the project construction,the project management committee will be set up,and the project company with a corporate joint venture structure will be set up.The model is different from previous models.An organization management mechanism,incentive mechanism,information sharing mechanism,supervision mechanism and risk monitoring mechanism are established in the application of RC-PPP investment and financing mode to ensure the normal operation of the investment and financing mode;the project company formed by the government and redemption investors participate in the construction of the project all the time,and the corresponding participants participate in each stage of the project construction.RC-PPP construction of investment and financing mode can provide a new direction for the construction and operation of small towns with sports characteristics.RC---PPP mode,the two sides occupy the corresponding shares in the project company and jointly take charge of the project operation,which can improve the economic feasibility of the project and reduce the investment risk of the project.As regards ownership and operational rights,the RC---PPP model is owned jointly by government departments and social investors;in the case of public-private cooperation,the RC---PPP model is a much tighter model A public-private partnership between the two sides runs through the cycle of the project;in terms of risk.The following suggestions were made for the preparation of the paper:(1)Government perspectiveAs the leader of many large-scale projects,the construction and operation of sports characteristic town projects can not be separated from the leadership of the government.In addition to ensuring financial input and policy support,the government should also provide strong support for the sustainable development of sports characteristic town from the aspects of resource integration,model innovation and system improvement.We can start from three aspects: adjusting the overall structure of characteristic industry,strengthening industrial integration,optimizing sports industry structure,etc.(2)From the perspective of local enterprisesLocal enterprises,as second only to the government or higher than the government's investment and financing ability,will be dominant in the selection and application of her model in the sports characteristic town.How to make local enterprises invest or have the ability to invest in projects can start with widening financing channels,promoting diversified investment,optimizing financing structure,reducing financing costs,tapping commercial capital,expanding resource income,speeding up industrial development,promoting industrial integration,improving financing efficiency and realizing profit feedback.
