The Research On Team Specialization Construction Of Township Statisticians

Statistical basic infrastructure has always been highly valued.To strengthen the statistical work of the security,to further strengthen the basic statistics,in recent years,from central to local levels,in laws and administrative rules and normative documents,etc for basic statistical construction request for the construction of the "five",namely a sound statistical work of institutions,professional statisticians,office automation equipment,have an independent office space,it is necessary for business.It is the most critical and important link to consolidate the basic construction of statistics to set up statistical posts at the township level,equip full-time statisticians and strengthen the professional construction of grass-roots statistical team.In this paper,qualitative research such as participatory observation method and interview method,and quantitative research such as questionnaire survey method are combined with the research methods.Combined with the first-hand materials mastered by the author,as well as the analytical data of questionnaire survey and interview,the current situation of professional construction of grass-roots statistical teams in H area is deeply analyzed.From the gender,age,establishment,educational level,professional title,full-time and part-time situation,salary income and other aspects of the grass-roots statistical team analysis of the status quo,exposed the grass-roots statistical team in salary income,training and education,team stability,incentive mechanism and other aspects of the existing problems.Then,dig deep into the root of the system and mechanism existing in all aspects from top to bottom and from inside to outside.This paper mainly analyzes the four reasons of the conflict between territorial management and vertical business guidance,the conflict between decentralized management and full-time team building,the imperfect performance appraisal mechanism and the imperfect statistical training organization system.Finally,from the three aspects of extending vertical statistical management,expanding government purchase services,and establishing a pattern of co-construction,co-governance and sharing,the countermeasures to strengthen the professional construction of grass-roots statistical teams in Area H are put forward.In order to improve the authenticity,accuracy and timeliness of statistical data,this paper provides solid data support for promoting the modernization of national governance system and governance capacity,building a modernized economic system,promoting high-quality development,and deepening supply-side structural reform.
