Research On Statistical Measurement Of High-quality Economic Development Of Provinces And Regions Along The Belt And Road

The report of the 19 th National Congress of the Communist Party of China pointed out: "my country’s economy has shifted from a stage of rapid growth to a stage of high-quality development." This shows that the criterion for measuring my country’s economic development level has shifted from "quantity" to "quality".At present,building the “Belt and Road” in high-quality form is an important concept proposed by my country to the world.To promote high-quality development,we need to implement the new development concept.Therefore,by exploring the high-quality development of the“Belt and Road”economy,we find problems in my country’s regional economic development and propose corresponding improvement measures and suggestions,in order to provide relevant reference for the research field of economic “high-quality” development.Based on extensive reference to existing research results,this article clarifies the current research status of "high quality" and "Belt and Road" in China.The data of 2009-2018 is selected in this article,from the six dimensions of innovation-driven development,economic structure optimization,regional coordination and sharing,infrastructure improvement,ecological green construction and economic achievements to benefit the people,a scientific and reasonable index system is constructed for research.First,objectively use entropy weight method,CRITIC method and game theory combination method to weight indicators,and calculate the economic high-quality development classification index and economic high-quality development comprehensive index of each province.Then,the TOPSIS method is used to measure the high-quality development efficiency of the economy,and the comprehensive economic index of each province in 2019-2023 is predicted according to the Holt-Winters dynamic prediction method.Finally,the calculation results of 17 provinces and regions are systematically clustered,and the comparative analysis method is used to conduct a comparative study on the high-quality economic development level of each province and region.The results of the study found that the high-quality economic development of the provinces and regions along the “Belt and Road” has been in a relatively stable state for nearly 10 years.Looking at it horizontally,there is a big difference in the level of high-quality economic development among provinces.Shanghai,Zhejiang,Guangdong,Liaoning,Fujian and Chongqing have high levels of high-quality economic development.The economic high-quality development level of Heilongjiang,Jilin,Shaanxi and Hainan is somewhat different from that of Shanghai and other provinces.Inner Mongolia,Yunnan,Guangxi,Gansu,Ningxia,Qinghai,and Xinjiang have the lowest levels of high-quality economic development among the 17 provinces.Among them,in the provinces and regions with a high level of high-quality economic development,in addition to Shanghai and Zhejiang,other provinces and regions have disadvantage indicators.Guangdong,Fujian and Chongqing need to improve and improve infrastructure and economic results,and Liaoning needs to Optimize and strengthen structural and ecological green construction.Among the other two types of provinces and regions,Hainan is in an advantageous state in terms of ecological green construction and economic structure optimization,and Jilin and Inner Mongolia are in the area of coordinated regional development and economic achievements to benefit the people.The index development indicators of the remaining provinces are not very high,especially Guangxi,Yunnan,Qinghai and Gansu,because these provinces are almost inferior to other provinces.From the perspective of economic development efficiency,except for Shanghai and Zhejiang,the development efficiency of other provinces and regions is not very high,indicating that the high-quality development level of China’s economy is at an initial stage,and it is predicted that our economy will continue to develop in the form of high quality in the short term..Therefore,in view of the shortcomings in the economic development of various regions,it is necessary not only to make up for the shortcomings of regions with better economic and high-quality development levels,but also to strengthen the economic construction of regions with backward economic and high-quality development levels.Combined with the Western Development Policy,all localities can use their own characteristics and advantages to strengthen regional key areas,make up for shortcomings,strengths and weaknesses,take innovation capabilities as the core of construction,strengthen regional open cooperation,create regional innovation highlands,give full play to regional advantages,promote Industrial cluster development,creating important regional pillar industries,vigorously promoting urban-rural integration and strengthening regional infrastructure construction,and many other measures to promote the high-quality economic development of provinces and regions along the “Belt and Road” to a higher level.
