| As a public good,the ocean’s integrity and mobility connect all countries in the world.The governance of ocean pollution will inevitably require diversified subjects to carry out cross-regional cooperation.However,in the practice of cross-regional treatment of marine pollution,there are still dilemmas caused by imperfect systems,imperfect laws,and game of interests.This article aims to explore the possible new paths for our country to participate in cross-regional marine pollution governance under the vision of "maritime community with a shared future",especially to promote marine pollution governance in Northeast Asian waters.The ocean connects the entire earth and mankind into a community with shared future,and all countries in the world are facing the same future.In the process of globalization,the rapidly developing blue economy brings opportunities,and the governance of "blue pollution" has also become an urgent challenge to be solved.Obviously,marine environmental issues ignore any artificial boundaries,and the further advancement of cross-regional marine pollution control is imminent.Cross-regional governance is a governance process in which multiple entities cooperate with each other.In the process of pursuing common public interests,each governance entity actively seeks cooperation,conducts friendly consultations and negotiations,and participates in the governance of public affairs through a certain interest game.Maritime community with a shared future for the ocean is a new concept and idea put forward by our country in the maritime field,which has added theoretical guidance and a realistic basis for cooperation among countries in the world.By sorting out the international status quo of cross-regional governance of marine pollution,and analyzing several typical cross-regional cooperative governance cases,it provides some enlightenment for our country’s participation in cooperative governance.First of all,we must improve the legislation and emphasize the regional governance of the ocean.Secondly,the institutional framework of marine environmental governance also needs to keep up with the process of institutional reforms to avoid the problem of the lack of subjects.The third is to increase the leading awareness in the cooperative governance of trans-regional marine pollution.Take the cooperative governance of Northeast Asian seas as an example.Compared with the serious pollution situation before the treatment,the marine pollution situation of various countries has improved,but it has not yet achieved very good results.The pollution of the sea in each country affects the overall water quality of Northeast Asia.Although countries have signed a number of bilateral and multilateral environmental protection agreements,and formed a number of cooperation plans or conferences at the same time,the results have not been good.It is mainly limited by the different levels of development of various countries,lack of binding force in the form of cooperation,lack of driving force,and lack of public participation.Environmental cooperation governance in Northeast Asia is still in its infancy,and it is necessary to further expand the depth of cooperation under the guidance of the concept of maritime community with a shared future.By analyzing the connotation of maritime community with a shared future,it is believed that it provides a theoretical guide to the trans-regional governance of marine pollution.Combined with the successful experience of the international marine pollution cross-regional cooperative governance model,it is believed that the current situation of China’s participation in the cooperative governance of marine pollution should be guided by the concept of maritime community with a shared future.First,we must straighten out the interests of the subjects of cross-regional cooperative governance,determine the rules of interest in the cross-regional cooperative governance of marine pollution,straighten out the responsibilities of the subjects,increase the willingness to cooperate,and build friendly partnerships.Secondly,our country is currently participating in the cooperative governance of Northeast Asian seas,and should actively promote the formulation of international treaties on the cooperative governance of marine pollution in Northeast Asia.Finally,it is necessary to increase the sense of identity of the maritime community with a shared future and expand public participation. |
