| In a period of change and reconfiguration,the global marine biodiversity governance system is increasingly characterized by regime complexity.Mechanism complexity refers to the interaction of multiple regimes that overlap at least partially in functional areas or memberships in a non-hierarchical manner in the same issue areas.With the proliferation of international regimes in both horizontal and vertical dimensions,international regimes overlap in subject matter,issues,and functions,and the interaction of different regimes in the same areas merits in-depth study.Taking global marine biodiversity governance as an example,the article provides an in-depth and detailed analysis of the complexity of global marine biodiversity governance mechanisms.It is because the current international community is in a state of for-government,the derived multiple governance patterns create conditions for overlapping mechanisms and interactions in global marine biodiversity governance.The overlap of interests between a large number of actors’ utilization relationships and international mechanisms has increased the competition between overlapping mechanisms.And the breadth of topics in the global marine biodiversity field also provides a wide space for the interaction of marine biodiversity governance mechanisms.The types of complexity of global marine biodiversity governance mechanisms include regime complex global marine biodiversity governance,regime Cluster global marine biodiversity governance,and nexus global marine biodiversity governance.The most immediate feature of global marine biodiversity governance is the significant increase in the number of mechanisms within the relevant governance domains,without a strict hierarchy among these increasing mechanisms.The overlap of governance mechanisms and the divergence and differences in governance principles and norms among different governance mechanisms also profoundly reflect the complexity of global marine biodiversity governance mechanisms.By analyzing the current state of regime complexity in marine biodiversity governance,this paper also provides a detailed analysis of how this complex interaction affects global marine biodiversity governance.On the one hand,regime complexity has a wide scope for solving difficult marine biodiversity problems,expanding the range of actors involved and,to some extent,promoting public justice in global marine biodiversity governance.On the other hand,the complexity of the mechanism also provides a tool for the dominant country to suppress other countries and an opportunity for some countries to avoid the cost of governance,and in some cases the regional mechanism may undermine the effectiveness of the global mechanism.On this basis,this paper argues that the promotion of global marine biodiversity governance should strengthen the linkage between global and regional marine biodiversity governance,draw on the useful experience of regional marine biodiversity governance models,and form a governance mechanism that integrates global and regional aspects.In addition,the international community should establish a unified governance goal and establish a world ocean organization in the marine sector to promote holistic global marine biodiversity governance.At a time of great changes in global marine biodiversity governance mechanisms,China,as a responsible ocean power,should also take this opportunity to actively provide global marine biodiversity governance with governance solutions that unite Chinese characteristics and Chinese Chinese wisdom.China can lead relevant countries and organizations to strengthen cooperation in the field of marine biodiversity conservation and sustainable development through building blue partnerships and promoting the concept of marine community of destiny,and strongly promote the high-quality development of global marine biodiversity governance. |
