The 21 st century is the era when human beings develop the ocean.To foster economic growth of the highest caliber,safeguard sovereignty,and achieve the rejuvenation of the Chinese nation,it is essential to advance the building of maritime power in this new age.Beginning with the Maritime Power Strategy’s key concept and guidance theory in the New Era,this article which uses text analysis method,qualitative analysis method and comparative research method,unites the work of promoting the marine strategic layout in China and global practice in the marine field,such as " the Maritime community with a shared future ",which purpose is to summarize the achievements and challenges of the construction of China’s marine power.In the end,this article adheres to systemic concepts,and analyzes the specific strategic measures to promote the construction of marine power in the future from the aspects of economy,ecology,technology,and opening up.Clarifying the definition of key concepts will provide a clear logical starting point for discussing the strategy of marine powers with Chinese characteristics in the new era.The first part of the article is to distinguish the important concepts involved in the Research of Marine Power Strategy.First of all,the sea power,marine power,and marine hegemony are defined.Secondly,the marine powers and marine hegemony are compared to illustrate that China’s marine power is different from Western countries.China ’s construction of marine powers is to seek peace and security,rather than fighting for marine hegemony.Since the 18 th National Congress of the Communist Party of China,General Secretary Xi Jinping’s important expositions on the marine cause have laid a solid ideological foundation for the development of China’s marine industry and provided a strong theoretical guidance for the implementation of the strategy of marine powers with Chinese characteristics in the new era.The second part of article introduces the guiding ideology from the significance,content,and other aspects.Then this part analyzes how the Xi Jinping Thought on Ecological Civilization and the new development philosophy How to guide the implementation of China’s marine power strategy.The third part of the article pays attentions to the practices,achievements and challenges of China ’s maritime expansion since the 18 th National Congress of the Communist Party of China.China has promoted domestic marine strategic layout and the construction of the "Community of Maritime Destiny" in the world.until now,China has achieved the achievements of the marine economy as a new growth point of the national economy,the improvement of marine environment,the continuous breakthroughs of marine technology,and the continuous improvement of the modernization level of China’s system and capacity for governance.China,however,confronts both domestic and foreign difficulties,such as the scant utilization of the sea,the lack of coordination between land and sea,the limited capacity for maritime science and technology innovation,and turbulent surrounding situations.Last but not the least,this article provides ideas for the execution of specific strategic measures that can be used in the construction of marine power in the future.In order to effectively confront challenges,Chinese government must first adhere to systemic concepts,foster the coordination of land and sea,and maintain equilibrium between ecological protection and marine development.Secondly,Chinese government must be mindful of the cultivation of marine scientific research subjects,and utilize technology to manage and construct ships.Moreover,it must be open to cooperation and construct the maritime community of shared future.
