Global Maritime Security Governance And China’s Participation In The New Era

The practical development in the new era shows that maritime security has become an extremely important component of global governance and has gradually become a key part affecting the overall situation of global governance.Global maritime security governance,as the convergence of global governance on maritime security issues,also presents us with both opportunities and challenges in the new era.In the past few years,under the scientific guidance and guidelines of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,the"Global Development Initiative" and the "Global Security Initiative",China has made every effort to build itself into a maritime power,to promote the high-quality development of "Belt and Road Initiative",to build a global network of blue partnerships,as well as to actively promote the global co-construction of a "maritime community with a shared future".It has made substantive contributions and added practical impetus with Chinese characteristics to the security,stability,health and sustainable development of the global oceans.In view of this,the theoretical demonstration of global maritime security governance in the new era and discourse analysis of China’s deep participation in global maritime security governance should become important research topics.Based on the comprehensive perspective of global governance,international politics and international law,this dissertation conducts a systematic study in accordance with the academic thinking of integrity,innovation and systematic objectivity.Firstly,this dissertation attempts to define the concept of global maritime security governance and construct an analytical framework for global maritime security governance.Global maritime security governance refers to the process of maritime security cooperation and governance through extensive consultation,multilateral cooperation and collective action by multiple actors involved in maritime affairs,in order to jointly respond to threats and challenges to maritime security and build a model and vision for maritime development.Global maritime security governance is not only a subjective understanding of continuous optimization,but also an objective process of dynamic development.According to the basic logic and evolution trend of global affairs,global maritime security governance needs to be systematically analyzed from five aspects:value,regulation,subject,object and result.Secondly,this dissertation comprehensively traces the development process and recent trend of global maritime security governance,as well as makes a horizontal comparison of maritime security strategies and practices of major actors in the world.Based on time and events,this dissertation divides the development stages of global maritime security governance and summarizes the development characteristics and evolution logic of global maritime security governance.Furthermore,this dissertation analyzes the courses,dimensions,methods and paths of China’s participation in global maritime security governance.This dissertation discusses the methods and means for China to better participate in global maritime security governance from the aspects of Maritime Power Strategy,Marine Politics and the construction of marine ecological civilization.This dissertation adheres to the principle of balancing domestic and international considerations,taking into account of both development and security,and explores feasible ways for China to lead and contribute to global maritime security governance.Finally,this dissertation demonstrates the relational logic and development vision of "maritime community with a shared future" and global maritime security governance.This dissertation believes that the "maritime community with a shared future" conforms to the basic reality of global maritime security affairs and points out the future direction of global maritime security governance.The "maritime community with a shared future" will help global maritime security governance better optimize the concept,improve the plan,construct the system and carry out the practice.The building of "maritime community with a shared future" need to be implemented in the process of global maritime security governance.Based on the above analysis,this dissertation draws the following conclusions:Firstly,the scientific research and practice of global maritime security governance aims to properly address the complex security issues of traditional and non-traditional security in global ocean,to appropriately address the multi-faceted complex development issues of maritime nature and society,as well as to achieve a dynamic balance between maritime security and development.Through concept optimization,plan adjustment and practice,global maritime security governance can achieve the goal of "ensure development with security and promote security with development",strive to advance security and development simultaneously,as well as achieve a high level of security and high-quality development of the global ocean with multiple actors,domains,issues and levels.Secondly,the implementation and effectiveness of global maritime security governance are deeply influenced by the global maritime security governance system and the maritime security strategies and practices of various countries.The evolution and development of global maritime security governance has become a key component of global governance for a long time,and has a profound impact on the development of global affairs.In recent years,global maritime security affairs and their governance have taken on profound features of the new era.Global maritime security cooperation,development integration and shared future have become a basic reality and development trend.Thirdly,in the new era,based on the basic reality of the two overall situations of "great changes unseen in a century" and "the Overall Strategy of the Great Rejuvenation of the Chinese Nation",China has independently chosen to participate in the global maritime security governance,and firmly promote the global joint construction of the "maritime community with a shared future".This is a manifestation of China’s identity as a responsible maritime power.It is also the practical need and driving source for global ocean development and accommodation.Fourthly,the principles and ideas advocated by the "Global Development Initiative"and the "Global Security Initiative" contribute to the better development of global maritime security governance,the concepts and ideas built by the "maritime community with a shared future" contribute to the in-depth promotion of global maritime security governance,and the "Global Development Initiative" and the "Global Security Initiative" give impetus to global maritime security governance,The "maritime community with a shared future" is the goal and purpose of global maritime security governance.
