Research On The Problems And Countermeasures In Performing Duties Of Natural Resources And Planning Institute In J District Of Changzhou

In the context of institutional reform,how to better deal with the management of natural resources and perform the functions of natural resources management is a realistic problem faced by natural resources systems across the country.Grass-roots natural resources and planning institutes,as the front line of natural resources management,are also the last kilometer to connect with the masses.On the one hand,the development of their work will directly affect the development situation of the overall natural resources management.On the other hand,the performance ability of grass-roots natural management departments is directly related to the interests of the masses.With the continuous advancement of the institutional reform of government departments,the natural resources management department of District J of Changzhou,like other parts of the country,is constantly exploring reform in its performance practice.Through investigation and analysis,it is found that the basic achievements of the natural resource management department in District J include: improving the natural resource management system in District J;improving the quality and efficiency of grassroots governance;optimizing the business environment;strengthening the protection and management of natural resources;it provides basic support for rural revitalization.The main problems are: the team construction is not in place;Poor performance environment;Management means lag;Responsibilities are not clearly delineated.The reasons for these problems are: lack of ideological awareness;lack of scientific personnel management;system and mechanism obstacles still exist;low degree of informatization application;Based on the local reality and drawing on the useful experience at home and abroad,the countermeasures and suggestions for optimizing the performance of the natural resource management department in District J are of Changzhou as follows: to improve ideological understanding and enhance the sense of responsibility;strengthen team building and improve performance of duties ability;clarify the relationship between powers and responsibilities,and clarify the scope of performance;strengthen informatization construction to improve the performance of duties;improve system guarantees and improve performance of duties.
