A Study On Yield Management Of State-owned Natural Resources In R Province Based On The View Of Governmental Functions

Natural resource management has been a crucial part of our government’s work for a long time,and its management system and efficiency have been relatively mature.However,the management of natural resource assets started late,which has resulted in not only resource waste but also restricted economic development.At the Eighteen Third Plenary Session,the Party made clear requirements for establishing national natural resource management system,made a new plan for management system reform.As a compelling core issue in the area of natural resource management,the issue of natural resources assets revenue management was considered the core issue,and the establishment of a sound system of natural resources assets revenue management for all people was an essential way to guarantee fiscal revenue,which promoted high-quality economic development and sustainable development of the world.However,there were still problems with the current management system and unclear subjects in performing their duties,leading to confusion in the management of natural resource asset income,unreasonable expenditure structure,and over exploitation of natural resources.We took R Province as the research object and conducted a study on its natural resource asset income management case.After systematically summarizing relevant literature research,we applied literature analysis,case analysis,and interview methods,combining with government function theory,marxist theory of property rights and ground rent,and income distribution theory.And we conducted field research interviews with 25 local government department staff and experts in the field of natural resources.Using Nvivo 12.0 software to code and analyze interview data,we combed the current situation and characteristics of the management of natural resource assets owned by the whole people by government functional departments in the region,exposed issues such as difficulty in manifesting the value of natural resource assets,difficulty in implementing benefits,unreasonable distribution of benefits,and low degree of sharing among the whole people,and deeply analyzed the causes.This includes four aspects: a single path to realizing the value of natural resource assets,an unclear definition of the subject of natural resource asset property rights,the unclear distribution system of natural resource asset returns,and insufficient sustainability of natural resource asset returns.Based on advanced experience in income management at home and abroad,under the framework of government functions,countermeasures and suggestions were proposed to broaden the path of realizing the value of natural resource assets,implement the main responsibilities of natural resource asset property rights,improve the distribution system of natural resource asset income,and explore the sustainable mode of natural resource asset income.Based on the above research,it can be seen that the issue of income management of natural resource assets owned by the whole people was the core issue in natural resource asset management,and its improvement was closely related to the realization of the value of natural resource assets,the identification of property rights entities,the establishment of income distribution mechanisms,and the realization of national sharing.It was necessary to take countermeasures in various aspects,hoping that the research conclusions can provide reference for the income management of natural resource assets owned by the whole people.To achieve the goal of soundness and perfection,the research on the management of natural resources revenue in R Province provided support for resolving the contradiction between natural resources protection and economic development in this region,and promoting the construction of a new pattern of high-quality development of local economy and sustainable development of natural resources.
