| Due to the long-term implementation of the block management system and the planned economy,which leads to various kinds of independent planning systems,conflicts in planning content,lack of coordination among various departments,and difficulties in connecting planning results,this seriously affects the sustainable and healthy development of the economy and society.According to the Guidelines of the CPC Central Committee and The State Council on Establishing and Supervising the Implementation of the Territorial Space Planning System,which was issued in 2019,spatial planning such as the planning of functional zones,land use,and urban and rural areas will be integrated into a unified territorial space planning to achieve the "integration of multiple plans".The introduction of the Opinion marked the official formation of the "five level three" territorial space planning system.At the same time,under the active guidance of the country,various localities have carried out the construction of "one map" system relying on GIS technology.Handan,the fourth largest city in Hebei Province,is in conflict with many regulations.This platform aims to rely on the existing multi-source data of Handan City and build the multi-source data fusion platform of Handan City to contribute to the "multiplan integration" work of Handan City.The main research results are as follows:(1)At the design level,the platform has three innovation points: first,the platform for Handan administrative units,the design of "three level three" layer display template;Second,perfect the authority check rules;Third,this platform supports the unified transformation of different coordinate systems.(2)At the technical level,this platform has four innovation points: first,this platform writes a plane collision algorithm,which is used to detect whether two graph spots of a given range overlap and output the overlap range;Secondly,the platform encapsulates the coordinate system transformation method in a modular way;Third,this platform provides an interface for offline data approval;Fourth,in the overall development process,this platform uses open source WebGIS software platform for development,supports OGC standard service,through the combination of WMS service and WFS service provided by OGC service,to achieve the display of geographic layer data,attribute recognition and other functions.(3)In terms of functional modules,this platform provides five functional modules:the "One picture display" module is used to provide layer loading and data browsing;The monitoring module of cultural relic protected area is used to monitor whether the planned area conflicts with cultural relic protection units;Operator management module,providing data confidentiality level maintenance function and operator role maintenance function;The intelligent site selection module supports site selection based on the nature and area of land use,combined with the existing planning data,and helps operators to screen the planned land use.Project auxiliary approval module,which supports offline approval document printing. |
