Research On Improving The Public Service Capacity Of Earthquake Prevention And Disaster Reduction In Lanzhou Earthquake Department

Earthquake prevention and disaster reduction are related to the lives and property of the people,national security,and social stability,and have always been highly valued by the country.The Chinese president has repeatedly issued important instructions and important statements on disaster prevention,disaster reduction,and disaster relief work,emphasizing that urban development must place ecology and safety in a more prominent position,and coordinate the economic,living,ecological,and security needs of urban layout.During the "14th Five Year Plan" period,seismic departments are striving to build a five-in-one public service system for earthquake prevention and disaster reduction that serves national security,economic development,social stability,government emergency management,and public life.Lanzhou is located in the northeast margin of the Qinghai-Tibet active block with strong neotectonic activity,and has the structural conditions for breeding and occurrence of moderately strong earthquakes.As the capital city of Gansu Province,Lanzhou is the political,economic,and cultural center of the province,as well as the gathering place of population,wealth,and information.The systematic risk caused by earthquake disasters has an upward trend.The overall design of the national public service for earthquake prevention and disaster reduction and the special geographical and geological conditions of Lanzhou have put forward higher requirements for the work of earthquake prevention and disaster reduction in the new era.Therefore,studying how to improve the public service capacity of earthquake prevention and disaster reduction in earthquake departments at all levels in Lanzhou City is not only an urgent need to thoroughly implement the requirements of the Chairman’s important statement on disaster prevention,disaster reduction,and disaster relief,but also to scientifically respond to earthquake disasters,reduce earthquake disaster risks,and improve urban safety.It is also an important guarantee for promoting high-quality economic and social development in Lanzhou City and ensuring the safety of people’s lives and property.This article takes the public service capacity of earthquake prevention and disaster reduction in various levels of earthquake departments in Lanzhou as the research object,and reviews relevant research on public services and earthquake prevention and disaster reduction at home and abroad.It provides a deep understanding of the new public service theory,public product theory,and composite governance theory involved in this study,and systematically analyzes the applicability of relevant theories to this article,laying a practical and theoretical foundation for the research of this article.Through on-site research,reviewing relevant documents and archives,conducting in-depth interviews with earthquake department staff and the public,we have fully grasped the current situation of earthquake prevention and disaster reduction public services in the earthquake department of Lanzhou.The study found that governments at all levels and earthquake departments in Lanzhou attach great importance to earthquake prevention and disaster reduction work,and have done a lot of work in earthquake prevention and disaster reduction public services,achieving good results,However,there are still problems in the current construction of public service capacity for earthquake prevention and disaster reduction in the earthquake department of Lanzhou,such as low recognition ability of public service demand,insufficient supply ability of public services,weak guarantee ability of public services,and weak self-learning and growth ability.In response to these issues,this article is based on the new public service theory,public product theory,and composite governance theory in the research.Through in-depth interviews and research,the reasons for the problems were deeply analyzed,and combined with the actual situation in Lanzhou,the ability to identify public service demand,enhance service supply capacity,and improve service guarantee capacity was improved,In four aspects of improving the learning and growth ability of seismological departments and staff,specific countermeasures and suggestions are proposed to improve the public service ability of Lanzhou seismological department for earthquake prevention and disaster reduction,which provides some references and references for the high-quality development of earthquake prevention and disaster reduction,with a view to contributing to reducing the risk of urban earthquake disaster,ensuring the safety of people’s lives and property,and promoting the sustainable development of social economy.
