Study On The Provision Of Public Service For Earthquake Prevention & Disaster Reduction In Quanzhou

China is one of the most seriously seismic-disaster prone countries in the world.Therefore,it is urgent to reduce casualties and economic loss caused by major earthquakes,and to improve the capability of the public service for earthquake prevention and disaster mitigation(PS-EPDM).In this paper,we systematically comb the development of the public service of earthquake prevention and disaster reduction in China.We explore the new thought,mode,pattern and policy system of PS-EPDM in the current situation in Quanzhou city.Using Maslow’s demand level theory and System Management theory,literature research,questionnaire survey,comparative study and other methods,we summarize the current development situation,experiences and lessons learnt refer to PS-EPDM in Quanzhou city.We analyze the present status of PS-EPDM in this city.We point out several problems existing in this city: 1)incapable application of science and technology on PS-EPDM;2)poor popularization of public education;3)lack of interior-cooperation and management in the emergency rescue system.We fine the causes to these problems: 1)insufficient investment in scientific research;2)weak public awareness of earthquake prevention and mitigation;3)insufficient public education and advertisement;4)incompleteness of interior cooperation.Considering the experience and practices on PS-EPDM from developed countries and other domestic areas refer to PS-EPDM,public demand and modern management,we further define the responsibility system of PS-EPDM in Quanzhou.For three time periods(pre-seismic routine work,earthquake emergent rescue and post-seismic hazard relief),we propose following countermeasures and suggestions to improve the supply of PS-EPDM in Quanzhou:1)establish and improve the cultural system of earthquake prevention and mitigation;2)establish a reliable and prompt early warning system;3)optimize emergency relief evacuation mechanism;4)integrate and improve the rescue coordination system;5)improve the resettlement and supply mechanism for victims;6)initiate rehabilitation treatment and social assistance.
