Water is the source of life,the foundation of ecology and the essential factor of production.At present,the shortage of water resources and the low utilization efficiency of water resources have become the main limiting factors of China’s economic development,has become our country constructs the ecology civilization an important topic.The total amount of water resources in China is not small,but the per capita water resources situation is not optimistic,coupled with the lack of awareness of water conservation in the whole society,resulting in low efficiency in the use of water resources.Among them,the Yangtze River basin water resources utilization efficiency is particularly low in China.In order to solve the problems of insufficient capacity of water resources regulation and storage,low utilization rate of water resources and rough water use,it is urgent to improve the efficiency of water resources utilization.Through reading and summarizing the literature,this thesis establishes the evaluation index system of water resources utilization efficiency and digital economy development level in the Yangtze River basin based on the connotation and extension of water resources utilization efficiency and digital economy.Based on the panel data of 11 provinces in the Yangtze River basin from 2012 to 2020,the development level of digital economy and water use efficiency were measured by using entropy method and super-efficiency SBM model,respectively,and from the time sequence and space two aspects,the provincial level,the three river basin level and the Yangtze River basin as a whole level analysis.In the empirical analysis,with the development of regional digital economy,from the direct impact,indirect impact of two angles.Based on the panel fixed effect model,this thesis analyzes the impact of digital economy on the overall water use efficiency of the Yangtze River basin and the regional heterogeneity in the upper,middle and lower reaches of the Yangtze River,finally,we construct a model of mediating effect by taking technological innovation as mediating variable.In order to improve the validity and reliability of the estimation results,the robustness of the empirical results is tested to explore the role of digital economy in promoting water resources utilization efficiency.It is found that:(1)the development quality of digital economy in our country’s Yangtze River basin is rising steadily,but the development speed is slow,the digital economic development level index has only increased from 0.092 in 2012 to 0.349 in 2020,and there are obvious regional differences within the Yangtze River region,and the development is extremely unbalanced,it is urgent to strengthen the support of digital economy in the upper and middle reaches of the Yangtze River.(2)the water resources utilization efficiency of the Yangtze River basin in China is not high on the whole,and the unbalanced and uncoordinated development among regions is a serious problem.(3)the baseline regression model based on fixed effects shows that the digital economy can effectively improve the water resources utilization efficiency,while the impact of the digital economy on the water resources utilization efficiency is mainly through the impact of technological innovation,digital economy promotes water resources utilization efficiency by accelerating technological innovation,optimizing technological innovation and promoting technological innovation to be advanced are the action mechanism of digital economy to promote water resources utilization efficiency.(4)according to the conclusions drawn from the empirical results,from the coordinated development of the region,the strengthening of the infrastructure construction of the digital economy and the strengthening of technological innovation,to pay attention to the environmental regulation,three suggestions were put forward to promote the adjustment of industrial structure.
