Research On Emergency Coordination Management Structure Of High Impact And High Impact Weather And Climate Events

Due to dramatic changes in the earth’s climate environment,extreme weather events are occurring,the causes of meteorological disasters and governance has become an important topic in global environmental governance,including high impact high impact weather climate events because of the impact of high uncertainty and universality,strong impact and preventable and other characteristics,It is difficult to use the traditional single main body governance to deal with it.In the context of risk society,the spread of risk requires the value and role of multiple governance bodies to be fully brought into play and the collaborative governance structure to effectively deal with crises and risks.Therefore,this article tried to defining the connotation of high impact high impact weather weather events,on the basis of combing the crisis management and collaborative governance related literature and theory origin,summarizes the urban rainstorm disaster management experience,through the analysis of the key elements of the governance structure in our country,from the value idea,main body function,emergency technology point of view,Construct the framework of collaborative governance in emergency management of high impact and high impact weather and climate events.Sudden rainstorm disaster is a kind of high impact and high impact weather and climate event with high frequency and wide influence range,which is the key and difficult point of meteorological disaster management in China,and also poses great challenge to the level of urban governance in China.On the basis of considering the typicality and revelation of cases,this paper uses comparative case analysis method to take two high-impact and high-impact weather and climate events,i.e."8·12" rainstorm in Beijing in 2020 and "7·20" rainstorm in Zhengzhou in 2021,as examples,and starts from the basic connotation of collaborative governance theory.This paper attempts to construct a collaborative governance structure for high-impact and high-impact weather and climate events in China.By sorting out the collaborative governance theory and summarizing the practical experience of multiple urban rainstorm governance subjects,the background and occurrence process of rainstorm disasters in Beijing and Zhengzhou are compared,as well as the differences in management and execution between values,functional subjects and emergency technologies.This paper considers that the collaborative governance structure of high impact and high impact weather and climate events mainly includes value concept coordination,functional subject coordination and technical means coordination,and elaborates the internal logic and operation mechanism of the three.Finally,according to the constructed theoretical model,the optimization path is proposed for the current situation of collaborative governance of high-impact and high-impact weather and climate events in China,including: cultivating the concept of collaborative governance and enhancing common social capital;Build main body cooperation mechanism,strengthen mobilization organization ability;Building information transmission channels to improve information sharing efficiency;Improve the legal system guarantee,cooperation and interaction mechanism and so on,and put forward some suggestions on the direction of collaborative governance of high impact and high impact weather in China.
