| Based on the basic regional and water conditions of Beijing,Tianjin and Hebei,we clarify the mechanism of the impact of science and technology innovation on the coordination of water resources utilization and economic development,and systematically design the evaluation index system of the contribution of science and technology innovation to economic development and water resources utilization.Based on the Driving-Pressure-State-Impact-Response(DPSIR)model framework,the mechanism of coordination between water resources utilization and economic development is analyzed,and the evaluation index system of coordination between water resources utilization and economic development based on the contribution of science and technology innovation is systematically designed.On this basis,the grey correlation analysis is used to evaluate the contribution index of science and technology innovation to economic development and water resources utilization in Beijing,Tianjin and Hebei.The ideal solution model and the coupling coordination degree model are also used to comprehensively evaluate the coupling coordination degree of water resources utilization and economic development in Beijing,Tianjin and Hebei and their synergistic development capability.The research results show that,on the one hand,from the perspective of the contribution index of science and technology innovation in Beijing,Tianjin and Hebei,(1)the contribution to economic development,Beijing and Hebei continue to rise and reach above 0.9,while the contribution of science and technology innovation to economic development in Tianjin is stronger in the early period(2011-2015),but slightly decreases in the later period(2016-2020);(2)the contribution to water resources utilization,the contribution of science and technology innovation to water resources utilization in the early period(2009-2010),because Beijing still has a large number of high energy-consuming,high-polluting and resource-based industries,and because water resources have been seriously lacking,the contribution index of science and technology innovation to water resources utilization is lower than that of Tianjin and Hebei.In the later period(2016-2020),Beijing’s industrial structure transformation and upgrading,accelerating science and technology innovation,and strengthening the promotion and application of water-saving technologies,the contribution index exceeds that of Tianjin and Hebei and reaches the highest value;while Hebei’s contribution index of science and technology innovation to water resources utilization from 2009 to2020 increases significantly due to the accelerated promotion of science and technology innovation to economic development.On the other hand,from the coordination evaluation results,(1)for the coordination degree of water resources utilization and economic development,the coupling coordination degree of water resources utilization and economic development in Beijing-Tianjin-Hebei region from 2009 to 2020 is located in the range of [0.72-0.97]and shows a stable growth trend.(2)For the synergistic development capacity of Beijing-Tianjin-Hebei,the synergistic development capacity of Beijing-Tianjin-Hebei region as a whole shows an increasing trend,and the synergistic development capacity of Beijing-Tianjin as a whole is better than that of Beijing-Hebei and Tianjin-Hebei.Finally,based on the evaluation findings,specific countermeasures are proposed to improve the coordination between water resources utilization and economic development in Beijing-Tianjin-Hebei,and policy suggestions are provided from the planning and design of water system and economic system. |
