| The river director system refers to a prevention and control measure taken by the main leaders in the process of managing the water environment.It is a new way of managing the water ecological environment evolved from the ecological accountability system.Specifically,party and government leaders at all levels assume the responsibility of the river director,whose main task is to manage and protect the rivers within their jurisdiction.The goal of long-term and effective river governance is achieved through the binding force of the river director system itself and the deterrent effect of administrative accountability.This article relies on the theory of public goods and the theory of responsible government,and analyzes the current situation of river environmental governance in the Yellow River Basin from the perspective of the "river chief system".It sorts out the manifestations of the lack of government ecological environmental governance responsibility.The main existing problems include insufficient attention to environmental pollution,inadequate implementation of environmental accountability systems,and outdated infrastructure for ecological environmental governance;Based on this,an analysis was conducted on the performance responsibilities and influencing factors of local governments in environmental governance,such as a lack of ecological environmental protection concepts,problems with accountability mechanisms,single governance methods,and lagging means.Based on the analysis of the current problems and causes,this paper proposes operable strategies to effectively enhance the environmental governance responsibilities of local governments: adhering to the development concept of ecological civilization,building a general framework for the development of circular economy;It is necessary to start with the construction of the basic system of environmental governance,seek breakthroughs in environmental information disclosure and accountability,do a good job in the construction of relevant laws and regulations,and seriously implement the accountability system for environmental governance.It is necessary to further improve the supervision mechanism and strengthen legal accountability;Continuously optimize governance mechanisms,maintain the unity of rights and responsibilities from the perspective of economic development,and activate governance momentum;At the same time,it is necessary to improve and optimize the current governance methods,introduce the concept of multiple co governance,strengthen governance responsibilities,and improve governance efficiency.Through systematic analysis and research,this article attempts to contribute to the future management of the river ecological environment. |
