Study On The Problems Of Rural Sanitation Services Outsourcing

Since the reform and opening up,a large number of laborers from the central and western rural areas have moved to the cities and they have made great contributions to the construction and development of China’s cities.However,the problem of urban-rural dualistic development has also become more and more serious and the hollowing out of the countryside has become more and more severe,which has caused the already weak public service infrastructure in rural areas to face an even more serious situation in terms of environmental management.The 19 th Party Congress has officially written rural revitalization into the report.Building beautiful countryside,improving farmers’ living environment and meeting the demand of rural people for a better ecological environment in the new era are also concrete measures to implement the rural revitalization strategy.In response to the new tasks and requirements that emerge in the new era,the3 rd Plenary Session of the 19 th CPC Central Committee proposed: to transform government functions,improve the management of public services,and enable the market to play a decisive role in the allocation of resources.The government should deeply promote the reform of the management and service,continuously improve the national governance capacity,vigorously implement the market-oriented operation of public services,and comprehensively improve governance effectiveness.Our country has been trying to outsource sanitation services since the 1990 s and has achieved relatively good practical results in major cities,however,for the majority of villages,carrying out public service outsourcing is still under continuous exploration and improvement.Based on the development of rural sanitation outsourcing in N County of Henan Province as the research object,by dint of literature research,case study and in-depth interview,the thesis takes government failure theory and new public management theory as the main theoretical tools.By sorting out N County’s present sanitation outsourcing services,the thesis analyzes the problems in the sanitation outsourcing process,finds out the reasons and puts forward countermeasures suggestions.This thesis is divided into four chapters: Chapter 1 focuses on the background and significance of the study and describes a review of domestic and international research on sanitation outsourcing,describes the background and significance of the study and presents a review of domestic and international research on sanitation service outsourcing;Chapter 2 introduces the basic overview of N County,the outsourcing background,development history,contents and measures,and the achievements;Chapter 3 analyzes the current situation and concludes that there are five main problems such as villagers’ low participation,incomplete supporting regulations,weak execution of rural sanitation departments,inaccurate budget,and serious aging of sanitation outsourcing personnel;Chapter 4 puts forward suggestions for improvement including enhancing villagers’ participation,completing the construction of governmental sanitation outsourcing field supervision system,improving the awareness of the power and responsibility of the grassroots government,promoting the scientific management on outsourcing budget,and boosting the talent training,which hopes to provide useful reference for rural sanitation outsourcing in N County.
