Since ancient times,famous sayings and warnings related to talents such as"the difficulty of governing the country lies in knowing the talents rather than self-cultivation" and "I urge the God of Heaven to be energetic and reduce talents in an unconventional way" have been widely circulated.Competition with today’s enterprises in the future is,in the final analysis,the competition for human resources.Whoever has more and better talents can take the initiative in the enterprise competition and win the future.If an enterprise wants to take the initiative in the competition of human resources,that is,the work of the enterprise human resources management department becomes quite important.As an important part of human resource management,performance appraisal is an effective way for enterprises to manage employees scientifically.And strengthen and optimize the management of performance appraisal,so as to further form a good environment and policy advantages for cultivating talents,attracting talents,gathering talents and using talents,give full play to talents’ advantages and strengths,put talents in positions that can give full play to their specialties,make good use of talents,and let talents fully display their talents,so that talents can make the best use of them.The company’s production staff are the core skilled and operational talents in petrochemical industry,and a scientific and reasonable performance appraisal system can effectively improve the autonomy and enthusiasm of production staff,improve their work performance and enhance the core competitiveness of enterprises.At the same time,because of the special working environment,complex work content,high labor intensity and high work pressure of the production staff in oil companies,it is difficult to manage the performance appraisal.Therefore,it is of great significance to optimize and upgrade the original performance appraisal system of oil companies to achieve good sustainable development.In this paper,the state-owned enterprise A Oil Company is taken as an example,and the production staff of A Oil Company is taken as the research object.There are many problems,such as vague definition of performance appraisal,too dogmatic and formal implementation process of performance appraisal,improper setting of performance appraisal indicators,unreasonable design of performance appraisal cycle,lack of communication stage of performance appraisal,single application of performance appraisal results,lack of feedback mechanism of performance appraisal results and so on.The main reasons for this phenomenon are the influence of China’s national conditions,China’s traditional system and state-owned enterprise system,the lack of attention paid by the personnel department of A Oil Company and the lack of performance appraisal management concept that keeps pace with the times.The author of this paper uses equity theory,reinforcement theory,performance appraisal theory and performance salary theory as the theoretical basis of analysis,and puts forward a specific optimization design scheme for the performance appraisal management system of a petroleum company,hoping to provide some help for the improvement of the performance appraisal system of a petroleum company.In view of the above related problems,through full and effective communication with the leaders and production employees of a petroleum company,the author collects relevant data from some production employees of the company by means of questionnaires and face-to-face interviews,and then summarizes,arranges and analyzes them.Finally,optimize and upgrade the performance appraisal system of a petroleum company,optimize the performance appraisal form of production employees,add the complaint feedback mechanism of performance appraisal results,performance appraisal guarantee measures and implementation scheme,etc.It not only solves the problems mentioned above,but also makes a oil company more vigorous and vigorous.China’s state-owned enterprises are an important carrier of national macro-control.Constantly deepening the reform of the"old" performance appraisal management system of state-owned enterprises has very important economic strategic significance and is also related to the implementation and development of the national top-level design.As a subordinate regional branch of CNPC,a petroleum company also undertakes certain social responsibilities,which has theoretical research significance and practical research value that can not be ignored.At the same time,due to the similar development of state-owned enterprises in the petrochemical industry,the research on the optimization of performance appraisal system of a petroleum company also has a certain reference value for enterprises in the domestic petrochemical industry and other enterprises.
