Research On The Improvement Of Farmers’ Ability To Participate In Environmental Governance Under The Background Of Rural Revitalization Strategy

In the new era,the contradiction between the growing needs of the beautiful ecological environment and the unbalanced and inadequate environmental governance is an important manifestation of the principal contradiction of society.It is of the important theoretical and practical significance of strengthening farmers ’awareness of environmental participation and enhancing farmers’ environmental governance capacity for promoting the implementation of rural revitalization strategy,protecting farmers’ right to environmental participation,and promoting the modernization of rural environmental governance system and governance capacity.Using literature research,investigation and research methods,this article believes that Marx and Engels ’ecological view unity of man and nature,Xi Jinping’s ecological civilization construction thought and rural revitalization strategy theory provide theoretical guidance,practical requirements and method guidance for the research of farmers’ environmental participation ability.Farmers’ ability to participate in environmental governance is affected by subjective factors such as cultural quality level,environmental participation awareness,environmental communication and consultation ability,as well as objective factors such as organization and leadership ability of local governments,change of rural social capital and distribution of environmental interests.In recent years,By clarifying the environmental governance system with the participation of multiple subjects,promoting the disclosure of rural environmental governance information,cultivating farmers’ awareness of environmental participation,strengthening environmental protection publicity,establishing a cooperation system for farmers to participate in environmental governance,and broadening the environmental consultation and governance platform at the grass-roots level,positive results have been achieved in stimulating farmers ’awareness of how to participate in environmental governance,improving rural environmental quality and improving farmers’ environmental governance capacity.However,the current farmers environmental participation ability is still facing the grassroots government to optimize the farmers environment participation orientation,rural environment information asymmetry problem to be solved,farmers environmental decision-making supervision consciousness to be strengthened,farmers to participate in environmental governance channels to broaden and farmers environmental governance cooperation ability to improve the series of issues.In view of these problems,the improvement of the environmental participation system: to implement the concept of rural green development,strengthen publicity and education and promote the awareness of farmers,and promote the construction of environmental protection system,and improve the supervision mechanism of rural environmental governance.
