Research On Dilemma Of Community Public Health Governance

In the face of the outbreak of the new crown pneumonia in 2020,the community,as the basic unit of social governance and the "nerve terminal" of the emergency management system,its public health governance capacity will directly affect the level of people’s security.With the normalization of epidemic prevention and control,community public health governance must also take into account normal services and emergency management.Facing the complex "enemy situation",whether the community can establish a strong prevention and control system and emergency management system,whether it can achieve a rapid and effective connection between sports governance and normal governance will directly affect the ability and level of community governance.It is directly related to the overall stability of social security,and at the same time tests the ability and level of national governance.Therefore,as the "first line of defense" of epidemic prevention and control,the community’s ability to improve its public health governance is of great importance to effectively respond to epidemic prevention and control.In order to strengthen community public health governance and improve service capabilities,enrich the community’s experience and means of coping with public health crises,and improve the efficiency and effect of community public health governance,this paper mainly selects the typical community cases in S District of Zhanjiang City as the research sample analysis,namely According to the economic situation,governance capacity,civilization creation and other aspects,select the good,medium and weak communities as the case study objects,namely the A community,the B community and the C village,and based on the community public health governance theory,sports Research from theoretical perspectives such as the theory of traditional governance and conventional governance,and the theory of community governance capacity building,collect data materials through literature research,interviews,and case analysis,and focus on sorting out the practice and experience of community public health governance after the outbreak of the new crown pneumonia.Dig deep into the conflicting focus of community public health governance,and then peek into the dilemma and prospects of community public health governance,and point out the loopholes in the design of grass-roots responsibilities in community public health governance,the unclear division of responsibilities and rights and the coordination of relations,conventional governance and campaign-style governance.In view of the actual situation of the community,the existing problems are analyzed and studied from the aspects of party and government organs,medical institutions,community residents,laws and regulations,etc.,and finally the promotion of Community public health governance puts forward some practical and feasible governance countermeasures.This paper mainly discusses the following five parts: the first chapter is the introduction,the second chapter is the public health governance situation at the community level in China,the third chapter is the case analysis of typical community public health governance in S District of Zhanjiang City under the new crown pneumonia epidemic,the fourth chapter is the practice and enlightenment of community public health governance at home and abroad,and the fifth chapter is the countermeasures and suggestions to promote community public health governance.
