China’s economy has shifted from the high-speed growth stage to the high-quality development stage.Green is the realization of high-quality economic development is the right thing to do,but also the color of high-quality development. In the past decades of economic development,China’s rapid economic development to the rapid growth of energy consumption needs, natural resources are over-utilized,ecological deterioration, which has led to China is facing extremely serious environmental problems. The old path of "growth first, governance later" is bound to lead to serious consequences, making the sharp contradiction between economic development and resource and environmental protection increasingly irreconcilable. The goal of high-quality development in China requires that the manufacturing industry should strive to change from a low-tech,low-value-added product system to a high-tech,high-value-added product system. At the stage of high-quality development,it is necessary to take full account of the price paid for waste of resources and environmental pollution, strengthen ecological environmental protection, rationalize the use of natural resources, avoid over-exploitation in the process of economic development, and take a sustainable green development path.ODM firms and OBM firms that reach higher levels of manufacturing mode through function upgrading by OEM firms can obtain higher product value added, but whether and how eco-innovation practices related to environmental protection can be enhanced along with economic value enhancement becomes a topic to be studied. Therefore, based on the attention-based view and institutional theory, this paper discusses the differentiated performance of ODM and OBM firms and OEM firms in two different types of eco-innovation practices,energy-efficient innovation and environmental innovation, and explores the mechanism of the role of creativity enhancement in generating the differences.Meanwhile, two internal institutions, environmental management and green culture, are introduced as moderating mechanisms with a view to revealing the boundaries of the role of institutionalized activity outcomes of manufacturing firms as situational factors on their driving eco-innovation through creativity enhancement. This paper examines the data from a sample of 1897 firms in an empirical study and draws the following conclusions:first, both ODM and OBM firms perform better in energy-efficient innovation and environmental innovation compared to OEM firms;second,Compared to OEM firms,ODM and OBM firms have made more effective organizational arrangements to enhance creativity, making their performance in eco-innovation significantly better;finally, green culture positively moderates the positive effect of creativity enhancement on energy-efficient innovation and environmental innovation in ODM and OBM firms,i.e.,the driving effect of creativity enhancement on energy-efficient innovation and environmental innovation in manufacturing firms that have established green culture is significantly higher than that in firms that have not established green culture. The study classifies eco-innovation into energy-efficient innovation and environmental innovation.Based on the attention-based view,OEM,ODM and OBM firms are regarded as three manufacturing firms with completely different attentional structure, and the logic that the attentional structure generates the corresponding attentional focus and thus stimulates the organizational behavior matching the attentional structure is the main line, and OEM firms are used as the control group to confirm that ODM and OBM firms behave differently from OEM firms in terms of energy-efficient innovation and environmental innovation. It is argued that manufacturing firms can implement eco-innovation based on transforming their manufacturing mode through function upgrading to obtain higher enterprise value,in order to achieve a win-win situation for both economic development and environmental protection. At the same time, manufacturing firms should,on the one hand, enhance organizational creativity through effective resource activities and organizational arrangements to inject continuous power for eco-innovation,and,on the other hand, actively adapt to the institutional environment full of "greening" needs and build a strong green culture through the institutionalization process to provide institutional guarantee for eco-innovation.
