To effectively curb the occurrence of major and major workplace safety accidents and ensure the safety of people’s lives and property,According to the requirements of the General Secretary Xi Jinping for construct a dual preventive working mechanism of risk classification control and hidden trouble investigation and control,In 2016,our country began to carry out the construction of the double prevention mechanism of work safety risk classification management and hidden trouble investigation and management,To promote the overall level of work safety management,But in recent years,accidents in various industries and fields still occur frequently,The effect of risk control is not satisfactory,and the level of hidden danger management needs to be strengthened,which can not effectively achieve the goal of moving forward and contain major accidentsThis paper starts with the realistic need of constructing and running the double prevention mechanism efficiently and the present research situation at home and abroad,through the methods of literature research,in-depth interview and questionnaire survey,the construction of risk and hidden danger dual prevention mechanism in J Development Zone is studied.First of all,the implementation methods and the main results of the J Development Zone in promoting the establishment of the dual prevention mechanism are described,including the orderly expansion of the establishment and evaluation of the dual prevention mechanism,risk information is clearer,management is more standardized,risk management and accident prevention are strengthened.Secondly,through further analysis found that,at present,there are still some problems in the construction of the double prevention mechanism,such as the deviation of risk identification and evaluation from reality,the non-standard development of the hidden danger checking and management,the ineffectiveness of the mechanism construction and the slow progress of the application and popularization of information technology,the main reasons are that the mechanism construction and operation are not in place,the evaluation work of the third party is in a formality,the mechanism supervision and guidance effect is not ideal,and the government supervision and management system is not perfect.Finally,the author puts forward some countermeasures and suggestions on strengthening the construction and operation quality of the double prevention mechanism for Work Safety: first,improving the construction and operation quality of the double prevention mechanism;Third,to enhance the effectiveness of risk management and management of hidden dangers,and fourth,to strengthen the application of information-based risk management and management of hidden dangers.From the angle of public management,the paper explores the measures of grass-roots governments to promote the construction of double prevention mechanism and the methods of improving the level of risk and hidden danger management,which provides effective theoretical basis and technical support for the next step of work safety,work safety risks can be prevented and controlled,hidden dangers can be effectively dealt with,and social security and stability can be promoted.
