Research On The Evaluation Of Low-carbon Development Level Of Characteristic Towns In Hezhou City,Guangxi

Small towns are important nodes connecting cities and villages.Characteristic towns,as the most essential part of small towns,are important engines of regional economic growth.Under the background of carbon peaking and carbon neutrality,while ensuring the sustainable growth of the regional economy,the situation of energy conservation and emission reduction,reducing carbon emissions,and consolidating and improving carbon sink capacity is becoming more and more severe.Low-carbon development is a must for the development and transformation of characteristic towns in my country.A scientific and reasonable evaluation of the low-carbon development level of characteristic towns in my country can provide decision-making reference for subsequent sustainable development-related policy formulation.On the basis of literature research and based on the reality of characteristic towns in Hezhou,a set of low-carbon development level evaluation index system suitable for cultural and tourism characteristic towns is constructed,and the feasibility analysis is carried out in combination with public questionnaires.Then,according to the evaluation objectives,a comprehensive evaluation model for low-carbon development of characteristic towns is established,and the Delphi method and AHP are used to determine the index weights,and the low-carbon development level of characteristic towns is divided into five stages.Finally,the study evaluates the overall level of low-carbon development of characteristic towns in Hezhou City,and puts forward low-carbon development countermeasures for characteristic towns in Hezhou City based on the evaluation results and development status of characteristic towns in Hezhou City.Through the research,the following main understandings and conclusions are obtained:(1)Based on the theory of low-carbon economy,combined with the connotation and characteristics of characteristic towns,the analytic hierarchy process is used to establish aThe two dimensions of low carbon and development are the criterion layer,including 10 sub-criteria-level indicators,and an evaluation index system for the low-carbon development level of characteristic towns with 36 indicators,which can be used to guide and evaluate the low-carbon construction of characteristic towns.(2)According to the interpretation results of land use types,using the methodology of carbon sink estimation,it is estimated that the carbon sequestration of the terrestrial ecosystem in the characteristic towns of Hezhou City is 776,834.57 tons,and the carbon sequestration of the terrestrial ecosystem in Hejie Town is 776,834.57 tons.It is 603,409.78 tons,and the total carbon sequestration of the terrestrial ecosystem in Huangyao Town is 603,409.78 tons.After calculation,the carbon sequestration rate of characteristic towns in Hezhou City is 11.61t/ha.a,of which the carbon sequestration rate of Hejie Town is 6.07t/ha.a,and the carbon sequestration rate of Huangyao Town is 15.75t/ha.a.(3)The comprehensive evaluation results show that in 2020,the low-carbon development level of the characteristic towns in Hezhou City is average,and the low-carbon dimension and development dimension scores are both at a medium level.By comparison,there is a big gap in the low-carbon level of the two towns of Hejie and Huangyao,and the low-carbon level of Huangyao is higher than that of Hejie.The main problems in the low-carbon development of characteristic towns in Hezhou City are: relatively backward low-carbon infrastructure;relatively low level of digital management in towns;serious lack of funding for scientific research and education in towns;There is a certain gap in economic development and social progress between towns;there is a large gap in the level of green construction between towns.(4)To realize low-carbon development of characteristic towns in Hezhou City,low-carbon infrastructure construction should be improved,and efficient and convenient travel modes should be established;,accelerate the formation of an industry-university-research system;establish an ecosystem concept to consolidate and improve the level of carbon sinks;expand and strengthen leading industries to increase the economic output of small towns;build ecologically livable characteristic towns on the basis of ecology.
