Current Situation,Existing Problems And Improvement Path Of Water Environment Governance In Beijing

The 19 th National Congress of the Communist Party of China clearly pointed out that in order to achieve the sustainable development of human civilization,we must strengthen the construction of ecological civilization,establish and practice the green development concept that lucid waters and lush mountains are invaluable assets.Cities are prosperous and built by water.The quality of urban water environment and the effectiveness of water environment governance are very important in the economic and social development of the capital,and directly determine the quality of people’s production and life.Therefore,the governance of the water environment is the top priority in the current ecological and environmental protection work.heavy.This thesis discusses the current situation and existing problems of water environment management in Beijing by means of literature method,questionnaire survey method and interview method,and puts forward countermeasures and suggestions.This thesis includes the following aspects.First of all,this thesis expounds the background and research significance of the topic of water environment governance in Beijing,and summarizes the research on water environment governance by domestic and foreign scholars.Secondly,taking the history of water environment governance in Beijing as the starting point,this thesis analyzes the current situation of water environment governance in Beijing from the aspects of water resource shortage,water environment pollution,water environment governance and policy participants and policy instruments in Beijing.Subsequently,through a questionnaire survey,it was learned that there are problems in Beijing’s water environment governance,such as difficult regional coordination,illegal sewage discharge,policy participants and policy tools of singleand,and weak public awareness of environmental protection.In view of the existing problems,this thesis analyzes the reasons for their emergence.These reasons mainly include the rapid expansion of cities and the limited capacity of government governance,and the lack of effective guidance of the public’s awareness of participating in environmental protection governance,and proposes countermeasures and suggestions from the government,market and social dimensions.Our country attaches great importance to the governance of the water environment.The 14 th Five-Year Plan outlines the goal of water environment governance of "there are rivers and water,fish and grass,and harmony between humans and water".The effect of water environment governance will affect the quality of residents’ production and life,and affect the normal operation of the social economy,which is of great significance to the future urban development.This thesis combines the water environment governance model with the multi-center governance model,identifies multiple governance bodies for the water environment,combines them organically,puts forward countermeasures and suggestions in the government,market and social dimensions,clarifies responsibilities,and establishes government leadership,an organic governance network powered by multiple subjects.
