| For coastal port cities,while busy ship transportation activities bring economic benefits,they also generate a large amount of ship pollution problem,which will have a significant impact on the environment of coastal area and the health of community residents.In order to protect the living environment of residents and understand the impact of ship emissions on the environment and society,it is necessary to conduct in-depth research on ship emissions.Only by knowing the emissions and emission characteristics of port ships,combined with the regional economic and social conditions,can we assess the harmful effects of emissions on the local area and provide a more scientific basis for the formulation of ship air pollution prevention and control measures,shipping emission reduction measures,and refined management of marine traffic emission sources.This paper is based on the port ship transport emissions to evaluate the port ecological efficiency,mainly taking Xiamen Port as an example.First of all,adopt the emission factor method based on ship activities,analyze the activity data of ships entering and leaving the port through AIS(Automatic Identification System),and consider new influencing factors such as ship shore power and the new emission standards of domestic coastal emission zones,so as to learn about ship emissions and emission characteristics.Then,on the basis of emissions,using the theory of external cost evaluation,the external cost of ship emissions is evaluated,and the external cost of different unit external costs(corresponding to different strict emission control policies)is analyzed.Finally,on the basis of emissions and external costs,combined with port economic production data,the port’s eco-efficiency performance was evaluated from the environmental and social indicators.This paper draws the following conclusions:(1)The total amount of SOx,NOx,HC,CO,PM2.5,PM10,and CO2e(carbon dioxide equivalent)emitted by ships in Xiamen Port is 3222t,11977t,490t,1118t,411t,542t and 710374t,respectively;among them,container ships are the most contributory ship type,and the main engine emissions of ships are the largest;for different operating conditions,cruise conditions emit the most pollutant gases,and berthing conditions emit the most greenhouse gases;(2)The total external cost of ship emissions is approximately 1.995 billion yuan,about 14.9%of the port’s annual revenue,of which the external costs of NOx,PM10and SOx are relatively high;(3)In the comparative analysis of the ecological efficiency of major domestic ports,Xiamen Port has the best overall performance.The assessment of port eco-efficiency reflects the impact of port production and operation on the environment and society.The use of low-sulfur oil and shore power on ships can reduce ship emissions and improve port eco-efficiency. |
