Research On Emergency Management Problems And Countermeasures For Natural Disasters On Mountain Roads In Sichuan Province

Natural disaster emergency management is an important component of the national governance system and governance capacity.Sichuan Province is one of the provinces with the highest comprehensive risk level of natural disasters in China.Most of the mountainous areas are areas with high earthquake intensity and prone to geological disasters.The terrain,geology,and landforms are complex and diverse,with varying elevations and climates within the region.The original environment is fragile,and meteorological,geological,and earthquake disasters are frequent.The task of disaster prevention,reduction,and relief is arduous and arduous.The transportation management department plays an extremely important role in ensuring the emergency management system for natural disasters in mountainous areas.Before a disaster occurs,it is necessary to carry out risk control and hidden danger management on mountainous highways and the surrounding environment to minimize the occurrence of disasters.After a disaster occurs,timely and efficient efforts must be made to ensure smooth traffic and transportation of disaster relief materials,providing basic conditions for other rescue work.After the termination of natural disaster response,reconstruction work must be carried out on the damaged roads to ensure the restoration of their original traffic functions and play a leading role in restoring production,living,and economic development in the disaster area.Due to the strong suddenness,complexity,and uncertainty of natural disasters on mountain roads,risk prevention and control,as well as the difficulty of emergency transportation,it is difficult for government departments alone to cope with transportation.Therefore,joint governance by industry enterprises and other government departments is also needed.This article first summarizes the diversified governance model of the transportation industry in Sichuan Province in response to natural disasters on mountain roads through literature research and investigation.The overall approach adopts a combination of sections,a three-level emergency management system at the provincial,municipal(state),and county levels,with the provincial transportation management department as the command center,guiding and supervising the transportation departments of each city(state)and county to carry out actual emergency management work based on the principle of territorial dominance;Guide and coordinate industry enterprises to provide technical support in disaster reduction,prevention,monitoring and warning,highway damage verification,and emergency digital system development and construction;Collaborate with meteorological departments,public security departments,and other departments to achieve the sharing of natural disaster information resources and emergency rescue command and dispatch.Then,using Case study,questionnaires,field interviews and other research methods,based on the comprehensive emergency management theory and the composite governance theory,the study found that there are four problems in the current emergency management of natural disasters in Sichuan mountain roads,namely,the emergency linkage coordination organization system has not been effectively established,the emergency plan system is not perfect,the operating mechanism is not effective,and the emergency core resources are insufficient.Based on the professional theory of public management,the reasons are analyzed in depth from four aspects: insufficient awareness of emergency linkage coordination,lack of standardization in the construction of emergency response plan system,inadequate construction of operating mechanism,and insufficient use of emergency management methods.It is proposed to promote the establishment of emergency linkage coordination organization system,improve the standardization system of emergency response plan,and deepen the construction of the entire process operation mechanism of emergency management Suggestions for building a diversified emergency management model in four aspects.This article takes the "one case,three systems" of emergency management for natural disasters on mountainous roads in Sichuan Province,the construction of emergency support,and the linkage and collaborative governance model among multiple entities such as transportation management departments,industry enterprises,and external government departments at the provincial,municipal(state),and county levels as the analytical framework.It conducts in-depth research from the perspectives of public management function positioning,organizational construction,policy formulation,policy execution,and supervision,Provide new ideas for the construction of a more comprehensive,scientific,advanced,and intelligent emergency management system in the transportation industry of Sichuan Province,and provide theoretical basis and decision-making reference for enhancing the emergency management capabilities of mountain roads in disaster preparedness,prevention,reduction,relief,and post disaster reconstruction.
