Research On Government Behavior In Ecological Civilization Construction Of Lhasa City

Since ecological civilization was first put forward in the 17 th National Congress of the Communist Party of China,governments at all levels have attached great importance to the work of ecological civilization construction,and related research on ecological civilization construction has been advancing steadily.Ecological civilization construction in Lhasa is also an important link that cannot be ignored as Tibet Autonomous Region to build a national ecological civilization highland.In this paper,ecological civilization construction is taken as the starting point,and the goal is to achieve economic prosperity,people’s prosperity,ecological environment beauty and ecological civilization city.The optimization and improvement of government behavior in ecological civilization construction can provide useful reference for Chinese small and medium city governments to carry out ecological civilization construction,and protect and consolidate the achievements of ecological civilization construction in Lhasa to the maximum extent.Based on theoretical research,this paper defines and expounds the concepts of ecological civilization construction content,government behavior,ecological governance theory,sustainable development theory,and bureaucratic organization theory involved in the research,and combines in-depth interview and field research methods.Interviews and field investigations were conducted on the township and village cadres of some municipal ecological environment management departments,some district and county management departments and autonomous region ecological civilization demonstration zones in Lhasa.It was concluded that government behaviors in Lhasa ecological civilization construction mainly include policy design behavior,economic support behavior,organizational construction behavior,supervision and regulation behavior,information disclosure behavior,publicity and mobilization behavior.It is found that the main problems of Lhasa municipal government in the construction of ecological civilization include incomplete rules and regulations,lack of execution,low work efficiency,ineffective supervision and supervision,and insufficient cooperation.The causes are as follows: first,the ideological understanding of some cadres of Lhasa City government is not in place,and their ideas need to be strengthened;Second,the concept of the government is slow,the lack of innovation ability;Third,the transformation of government functions lags behind and governance resistance is great.Fourth,the government supervision and assessment system is not perfect;Fifth,the government information service capacity construction is insufficient;Sixth,the government is limited by traditional cognition,and the effect of incentives to the public is not good.In order to solve these problems,simple inspection and rectification cannot achieve effective breakthrough,we must start from strengthening the government behavior.As for the optimization of government behavior in ecological civilization construction in Lhasa,this paper mainly discusses from the following aspects: First,speed up the establishment and improvement of ecological civilization construction policy system;Second,transform government functions and improve governance efficiency;Third,encourage the participation of private capital,broaden the financing channels;Fourth,establish an effective supervision and assessment system for ecological civilization construction;Fifth,improve the information disclosure system for ecological progress;Sixth,we will improve the mechanism for two-way communication between the government and the public.
