This article will around departments and agencies set, coordination system design, leadership ability, cooperation process and present situation of departments cooperation to describe the current situation. According to the horizontal and vertical coordination, greatly improved coordination difficult situation. This is a new form of intergovernmental coordination. But its own in the five dimensions there are still difficulties, faced with such as agency set up too much, staffing shortage, lack of the degree of legalization and standardization, lack of cooperation incentive mechanism, the leadership lack of the coordinate method and coordinate capacity, the coordination process is random, lack of inter departmental autonomy cooperation concept and so on.
