Since the reform and opening-up policy over 40 years,our economy has shown a trend of rapid development,but with it,environmental pollution problem also becomes more and more serious."Innovation,coordination,green,opening up and sharing" is an important thought at the Fifth Plenary Session of the 18 th CPC Central Committee,and green development has become the only way for high-quality economic development in China.The report further proposed to speed up the green transformation of development mode,stressing that "promoting green and lowcarbon economic and social development is a key link to achieve high-quality development".The concept of green development has put forward higher requirements for local government governance behavior,which requires that resources and environment issues should be considered while grasping the economy.Green total factor productivity adds environmental and resource components to the total factor productivity.It not only considers economic growth,but also includes environmental quality.Green total factor productivity is an important indicator to measure high-quality and green economic development.As an important role in local government governance,local officials’ behavior decisions are closely related to local government governance behaviors.As a deep reason affecting officials’ behavior decisions,the promotion pressure of officials should be focused on in the study of the impact of local government behavior on green total factor productivity.Under the official promotion and assessment mechanism based on GDP,the promotion pressure of officials is not only an important driving force to encourage local officials to develop local economy,but also an important reason to induce short-term behavior of local officials,increase environmental pollution and ignore green development.Although the central government has issued a series of documents to reform and improve the cadre evaluation system,in the actual implementation process,some local governments still take economic growth as the main evaluation goal.Therefore,the study on the impact of promotion pressure of officials on green total factor productivity can provide help to better realize green sustainable development in the future from the perspective of promotion pressure of officials.Based on the data of 206 Chinese cities from 2011 to 2019,this paper selects green total factor productivity as an index to measure green development,and uses data envelopment analysis(DEA)and panel regression model to study the impact of officials’ promotion pressure on green total factor productivity.The specific contents are as follows: First,the DEA method is used to measure the green total factor productivity of 206 cities in China and the calculation results are analyzed.Secondly,combining the promotion tournament theory,the attention-based theory and the sustainable development theory,this paper proposes the hypothesis that the promotion pressure of officials has a negative impact on the green total factor productivity,and establishes the panel regression model to study whether the promotion pressure of officials has a negative impact on the green total factor productivity.By reducing the sample size and shortening the sample period,the robustness of the baseline regression empirical results is tested.Thirdly,through further detailed analysis of the promotion pressure of officials,the paper studies whether fiscal pressure and sulfur dioxide emission reduction pressure have negative effects on green total factor productivity.Finally,because the promotion pressure of officials varies under different levels of economic development,urbanization rate and technological innovation,Therefore,by grouping regression,206 Chinese cities are divided into three groups: eastern,central and western,resource-based and non-resource-based,and divided into four groups according to urbanization rate and technological innovation level to study whether the impact of official promotion pressure on green total factor productivity is different in different regions.According to the theoretical and empirical research,firstly,with the progress of technology and the improvement of efficiency,the overall green total factor productivity of Chinese cities is on the rise,and there is an uneven development phenomenon in the east,central and west of China.The green total factor productivity in the east is higher than that in the central and west of China.The growth rate of GTFP in non-resource-based cities is faster than that in resourcebased cities.Second,because officials may sacrifice environment and resources in order to get political promotion in the promotion tournament,the increase of promotion pressure of officials will lead to the decline of green total factor productivity.Third,financial pressure and sulfur dioxide emission reduction pressure,as detailed indicators of official promotion pressure,both have negative effects on green total factor productivity,indicating that insufficient local financial resources and excessive emission reduction pressure are not conducive to green development.Fourthly,the results of heterogeneity analysis show that the regression results of central and western regions and non-resource-based cities are basically consistent with the overall sample,while the results of eastern regions and resourcebased cities are not significant.The group with too low urbanization rate and too high urbanization rate and the group with too low innovation technology level are basically consistent with the regression results of the overall sample,but the regression results are not significant in the group with high urbanization rate and the group with high innovation technology level.Based on the above research results,this paper puts forward the following suggestions: Pay attention to and use the promotion pressure of officials;Optimize the technical level and enhance the energy efficiency;We will make environmental policies more diverse.In order to promote our economy to further green sustainable development.
