Against the backdrop of the continuous acceleration of industrialization and urbanization in China,the continuous expansion of urban capacity,and the rapid increase in the scale of municipal projects,the number of accidents caused by limited underground space operations in municipal areas had also sharply increased.Municipal underground limited space operations face safety risks such as complex operating environments,inadequate equipment and facilities,and safety management failure.Frequent accidents not only cause casualties and property losses,but also cause insecurity among operators,thereby increasing operational risks.Therefore,conducting research on the safety risk assessment of municipal underground limited space operations is of great significance for improving the level of urban operation safety management and ensuring the safety of municipal underground limited space operations.This article focuses on the safety risk issues of municipal underground limited space operations,and studies the safety risk assessment method and risk assessment system for municipal underground limited space operations.The main research content was:(1)Establishing a safety risk assessment index system for municipal underground limited space operations.Starting from the identification of safety risks in municipal underground limited space operations,by organizing and analyzing the research results of domestic and foreign scholars on the causes and characteristics of municipal underground limited space accidents,combined with relevant local standards and expert opinions,the risk factors were divided into operator factors,equipment facilities factors,operating environment factors,and safety management factors.Furthermore,potential risks are further explored,and 17 secondary evaluation indicators were established.This had laid the foundation for the construction of the safety risk assessment index system for municipal underground limited space operations.(2)A comprehensive risk assessment method for the safety of municipal underground limited space operations based on IAHP-entropy weight method and fuzzy comprehensive evaluation method had been proposed.Using the Improved Analytic Hierarchy Process(IAHP)and entropy weight method to calculate the weights of safety risk assessment indicators for municipal underground limited space operations,this combined weighting method avoids the subjective weighting influence of IAHP legal persons and the objective weighting bias caused by the significant differences in entropy weight method samples;At the same time,considering the fuzziness of safety risk assessment of municipal underground limited space operation,the fuzzy comprehensive assessment method was selected for comprehensive assessment.The evaluation method was applied to an example of an electric power limited space in Zhengzhou Airport District,and the operation risk level was determined and the potential risk factors were found.(3)A coupling evaluation method for safety risk of municipal underground limited space operations based on interaction matrix had been proposed.The safety of municipal underground limited space operations was not only influenced by various risk factors,but also by the interaction and coupling between each risk factor,which in turn affects the safety of operations.Therefore,based on the risk coupling theory,an interaction matrix was constructed,and a combination number ordered weighting operator was introduced to scientifically weight the interaction matrix.The interaction matrix was analyzed to obtain the risk assessment results.The evaluation method was applied to the example of power limited space in the previous text,determining the level of operational risk and identifying the main risk factors.The feasibility and applicability of the proposed safety risk assessment method for municipal underground limited space operations were verified through examples.The evaluation results obtained from the two evaluation methods were compared and analyzed,and risk prevention and control measures were proposed for the main risk factors to reduce operational safety risks.(4)A safety risk assessment system for municipal underground limited space operations had been developed based on the proposed risk assessment method.The upper computer software developed based on Web Access configuration software includes a hierarchical login module,homepage module,indicator data input module,risk warning module,and operation log module;The cloud platform developed based on the WISE Paa S cloud platform includes an evaluation result module and a homepage risk factor warning module.This system facilitates the integration of data from various evaluation stages and improves the efficiency of risk assessment.The system functional test results indicate that it meets the practical application requirements.
