| The danger of oil itself is superposed with the risk of oil depot construction,which brings multiple risks.In recent years,there have been many risk accidents in the finished oil depot in China.The risk brought by the contractor during the construction process is found in the accident investigation.In this paper,based on the previous work experience,based on the practice,through extensive investigation,combined with the identification of the hazard source of the finished oil depot,the construction status of the finished oil depot investigation,analysis of the reasons,to determine the contractor construction risk factors in the finished oil depot,put forward some solutions and control measures.Based on the basic principles and methods of risk identification,combined with the characteristics and risks of contractor construction in finished oil depot,the checklist method,expert investigation method and Delphi method were adopted to identify the risk factors of contractor construction in finished oil depot construction,and relevant control measures were studied.According to the safety analysis of construction characteristics by accident tree analysis method,it can be seen that among many reasons,the main factor is that the mixture of combustible materials and air in the finished oil depot meets the requirements of explosion but the cooling cannot keep up.The other is equipment performance aging,equipment loss,various improper human operation,the impact of various open fires,comprehensive consideration is given to the relevant prevention and control measures.Taking finished oil depot as the monitoring object,the bayesian risk early warning and inference model is constructed,and the risk of contractor construction in a finished oil depot is deduced,predicted and simulated by using the Bayesian inference model.The accuracy of the model is verified,and the control of construction risk factors is realized.The practical application of daily risk identification and control in oil depot construction in Xinjiang proves the feasibility of the research.The numerical simulation of tank fire that may occur during the construction of finished oil depot is studied.The influence of different wind speed,tank area,tank depth,lateral distance and height on the thermodynamic parameters such as temperature,thermal radiation intensity,CO and CO2concentration in the thermal radiation field of tank fire is discussed.It provides a good numerical basis for emergency treatment and rescue,and provides information for oil depot and construction contractor to prepare emergency plan,especially for evacuation path,initial fire treatment and so on.The results show that technical control has the greatest influence on the construction risk management of contractors in finished oil depot.This study puts forward a three-dimensional framework of risk management based on contractor construction in finished oil depot,and analyzes it in detail from the perspectives of management means,technical means and legal means.It is proposed in the engineering practice that a video monitoring system can be established to supervise and inspect the whole construction process of the oil depot contractor,integrate the contractor’s construction risk control into the risk control mechanism of the whole finished oil depot,and effectively control the risks brought by the contractor’s construction to the oil depot. |
