| In recent years,China’s refined oil market has been running well,and major domestic oil companies and private enterprises have been promoting the construction of refined oil reservoirs in accordance with the national deployment and the distribution of their refined oil wholesale and retail.As a storage place for petroleum products,refined petroleum depots are used to balance the supply and marketing relationship while regulating the flow of petroleum products.However,with the development of refined oil depot,its danger becomes more and more prominent.Since the 18 th congress of the party of china,the national operating standards for hazardous chemical enterprises have been raised year by year.In order to achieve safety risk control,the state has issued a series of standards and requirements,which also pose new challenges to the safety risk management of refined oil depots.Taking H oil depot as the research object,this thesis identifies the risk points existing in the production and operation process of the oil depot.A multi-level risk evaluation index system including 8 criterion layers such as fire and explosion,23first-level indexes such as equipment failure,and 56 second-level indexes such as electrostatic spark occurrence in oil and gas sites is constructed.On the basis of FMEA(Failure Mode and Effects Analysis),the results were improved by using FAHP(Fuzzy Analytic Hierarchy Process).The severity(S),frequency of occurrence(O)and difficulty detection(D)scores in the failure event of safety risk points in H-product depots were comprehensively evaluated in combination with expert scores,and the risk priority RPN(Risk Priority Number)was calculated for each risk point.Finally,some reasonable suggestions are put forward to improve the safety risk management level of H finished oil depot based on the evaluation results.The main conclusion of this article is that FMEA method is feasible to conduct operational research on safety risk management of product oil depots,which can analyze system components and their failure conditions,and identify potential failure modes and influencing factors.By using this evaluation model,the top three criteria of RPN value in H-product reservoir are fire explosion,oil leakage and electrostatic hazard.The first three indexes of failure severity(S)were valve opening and closing error,open fire caused by construction and maintenance operation,and electrostatic spark in oil and gas field.The top three indicators of frequency ranking were inadequate training of staff,low quality of construction workers and pressure change.The top three indexes in the order of difficulty of detection are temperature variation of oil products,mixing of different kinds of oil products and illegal operation.The three operation links with the highest degree of risk are oil storage,oil handling and oil storage.It is necessary to guide enterprises to pay attention to key risk links and take management improvement measures to help enterprises improve their risk control. |
