With the rapid development of China’s economy and the proposal of the national aviation power strategy,China’s air traffic volume is growing,the route network is expanding,and the threat of emergencies to airlines is more serious.This series of changes put forward new requirements for airlines’emergency management capabilities.It is urgent need to build a more scientific and reasonable evaluation index system for airline emergency management capabilities,understand the current situation of airline emergency management capabilities and analyze its existing problems,and conduct relevant research on airline emergency management capabilities,in order to find a breakthrough in improving airlines’emergency management ability under the new situation.Therefore,based on the new demand of airline emergency management ability,this paper constructs a multi-dimensional and whole-process evaluation index system.On the basis of overall consideration of the correlation between evaluation indexes and the fuzziness and uncertainty in the evaluation process,the traditional VIKOR method is extended to a multi-attribute decision-making method based on interval hesitation fuzzy,it is applied to the evaluation of airline emergency management ability.The main research contents and results of this paper are as follows:By consulting the literature at home and abroad,this paper summarizes the research status at home and abroad,combs the relevant literature from the perspective of emergency management research and airline emergency management research,and points out the shortcomings of the current research,which lays a foundation for the follow-up evaluation research.Combined with the current research status of emergency management capability of domestic airlines,based on the re-understanding of the concepts of airline emergencies and emergency management capability,by analyzing the main characteristics of airline emergency management,combined with WSR methodology and PPRR theory,a multi-dimensional airline emergency management capability evaluation index system based on WSR methodology and PPRR theory is constructed.Based on the fact that the evaluation of airline emergency management ability belongs to multi-attribute decision-making problem,the traditional VIKOR method is introduced.In view of the problem that experts have fuzziness and uncertainty when giving evaluation information in the evaluation process,while VIKOR method can only deal with the decision-making problem with accurate attribute value,the classical VIKOR method is extended to multi-attribute decision-making method based on interval hesitation fuzzy,the evaluation model of airline emergency management capability based on interval hesitation fuzzy VIKOR is established.Taking four domestic airlines(31、(32、(33、(34 as an example,the empirical analysis shows that the evaluation result of aviation emergency management ability is“(31?(33?(32?(34”.The evaluation results are consistent with the actual situation,which verifies the applicability of the evaluation system and the effectiveness of the evaluation model.The evaluation index system and evaluation model of airline emergency management capability constructed in this paper can provide a reference or solving the problem of airline emergency management capability.
