Research On Emergency Management Capability Evaluation Of Z Industrial Gas Production Company In Hunan Province

In recent years,China's hazardous chemical industry production safety accidents frequently occur,reflecting the problem of extensive management and risk-awareness of China's hazardous chemicals enterprises,and also exposing the weakness of dangerous enterprises in the construction of enterprise emergency management capabilities.This paper takes the emergency management capacity building of hazardous chemicals production enterprises as the research object.By summarizing the existing literature and emergency management theory at home and abroad,it considers the influencing factors of emergency response capability of critical chemicals,meets the requirements of emergency response capability and combines the production and accidents of hazardous enterprises.On the basis of the characteristics,an alternative indicator system for emergency response assessment of hazardous enterprises is established.At the same time,the Delphi expert survey method is used to determine the emergency capability evaluation indicators of hazardous enterprises,and the analytic hierarchy process is used to determine the index weights.Finally,taking the Z company of Hunan industrial gas production enterprise as an example,using the above-mentioned evaluation index system and analytic hierarchy process of emergency management capability of hazardous enterprises,the objective evaluation of Z company's emergency management capacity construction was carried out through questionnaire survey,pointing out Z company currently has outstanding shortcomings in enterprise emergency management,and proposes constructive measures to improve enterprise emergency management capabilities.The research conclusions are as follows:(1)Combining the production characteristics and emergency management status of hazardous chemical production enterprises,starting from four aspects: emergency monitoring and early warning capability,emergency preparedness capability,emergency response capability and emergency recovery capability,through analysis of the main factors affecting hazardous chemicals production enterprises Factors,the construction of an emergency index evaluation system suitable for hazardous chemicals production enterprises,the index system contains a total of four first-level indicators and 20 second-level indicators.(2)On the basis of constructing the index system,this paper takes the Z company of an industrial gas production enterprise in Hunan Province as an example,and determines the weight of the indicator system by Delphi method and AHP,thus determining the first level indicators and the second level.The order of importance of the indicators.Finally,this paper evaluates the status quo of Z company's emergency management capabilities by issuing questionnaires to relevant industry experts and Z company management personnel.(3)Using the weight data of each indicator in the indicator system and the score results obtained by the Z company questionnaire,the comprehensive evaluation method is used to quantify the emergency management ability of Z company.The results show that Z company's emergency management ability score is 72.56,indicating Z company's emergency management capability level is relatively general,and there are prominent shortcomings in the results of emergency monitoring and early warning capabilities and emergency response capabilities,which need to be improved and improved.(4)According to the evaluation results of Z company's emergency management capability,this paper believes that Z company should focus on improving risk monitoring and identification capabilities in emergency monitoring and early warning,and construct a sound emergency monitoring and early warning mechanism.In terms of emergency preparedness,it is necessary to strengthen the capacity building of emergency organization management and build a smooth emergency response mechanism.In view of the relatively low emergency response capability,this paper believes that Z Company should strive to improve the level of specialization of rescue technology and equipment level,strengthen the construction of emergency rescue teams and emergency materials support capabilities,and strengthen emergency drills and training to enhance the overall safety awareness of enterprises.Emergency response capability.
