Research On The Implementation Of MSW Classification Policy In District B Of G City Based On Smith Model

"Garbage Siege" is one of the development dilemmas faced by countries all over the world.Governments of various countries are looking for effective ways to solve a series of problems caused by urban solid waste.In recent years,the state attaches great importance to the existing problems of urban solid waste and the difficulties faced by garbage classification.The effectiveness of urban solid waste classification has become an important symbol of the construction of an ecological civilization city.The implementation of household garbage classification policy in District B of G City has achieved preliminary results,but the overall effect is not obvious and the progress is slow.There are many problems and challenges in the process of policy implementation.Therefore,it is of great significance to carry out research on the implementation status of urban household garbage classification policy in District B of G City.From the perspective of public policy implementation,this paper studies the literature,conducts questionnaire surveys and interviews with residents,sanitation workers,property management companies and government workers,and uses Smith’s policy implementation process model in the theoretical framework to deeply explore the implementation status of municipal solid waste classification policy in District B of G City.From the four perspectives of idealized policy,implementing agency,target group and external environment,this paper systematically analyzes various problems arising from the implementation process of household garbage classification policy in District B of G City and the ways in which the four perspectives influence each other,and summarizes the achievements and existing problems of policy implementation.Through sorting out and analyzing the successful experience of domestic developed cities in the implementation of household garbage classification policy,combined with the actual situation of G City B District,finally put forward the corresponding suggestions and countermeasures.
