Research On The Implementation Of Waste Classification Policy In Hangzhou

With the continuous development of economy,the rapid increase of urban population and the continuous improvement of people's living standards,China's urban household garbage is increasing rapidly,many cities are facing the "garbage siege" dilemma,seriously affecting the lives and health of the citizens,the environmental problems and social problems caused by the increasingly wide attention of the society.In order to alleviate the plight of the siege of municipal solid waste and realize the purpose of recycling and recycling of resources,the municipal solid waste classification policy was formulated.However,in the process of policy implementation,there are some difficulties in policy implementation,and the reasons for the poor effect of policy implementation need to be further sorted out.Therefore,the need of practical and theoretical exploration constitutes the motivation and logical starting point of this study.This research is based on Smith's model of policy implementation process as a theoretical framework.Starting from the four dimensions of Smith's model of policy implementation process,such as the ideal policy,the executing agency,the target group and the policy environment.and combining with the current situation of policy implementation.The target group is selected as the core module of the policy implementation of this research.Through the analysis of existing literatures,the influencing factors affecting the implementation of resident garbage classification policy are established to further analyze the status quo of garbage classification management perceived by residents.This study uses the information obtained from relevant literature,government portals,and questionnaires to investigate the implementation of Hangzhou's domestic waste classification policy.The text of urban domestic garbage classification policy is sorted out,and the development process of urban domestic garbage classification policy in China is summarized.An analysis of the implementation of Hangzhou's domestic waste classification policy revealed that the city's domestic waste classification policy achieved some results,but there were also some problems.With the help of the questionnaire survey,we cut in from the dimension of residents,and further understand the residents' attitudes on garbage classification,environmental concerns,environmental knowledge,perceived behavioral motivation,subjective norms,related supporting facilities,and publicity.The survey will be carried out from the dimension of the target group.With the help of Smith's policy implementation model,it reveals the problems existing in the implementation process of municipal solid waste classification policy: 1.The municipal solid waste classification policy itself lacks rationality,which is mainly reflected in the vague policy goals and difficult to operate,and the classification standards cannot meet the actual needs;2.During the implementation of the municipal solid waste classification policy,the policy implementation subject is not strong,the implementation subject is singular,and the propaganda is biased;3.The level of knowledge about residents' waste classification is low,and the participation and coordination in the implementation of the policy is not high.4.Part of the external environment for the implementation of domestic garbage classification policy is missing at the present stage.In the policy environment,the charging system has not been effectively implemented;in the economic environment,the capital demand is large and the source is single;in the cultural environment,the existing classification habits are hard to change.And identify the underlying causes.Finally,the reasons for the problems in the implementation of the municipal solid waste classification policy are analyzed in detail to provide ideas for improving the implementation of the garbage classification policy.From the improvement of policy design,further refine the policy content and clarify the subject of responsibility;Enhancing the enforcement power of the municipal domestic waste classification policy enforcement agency,improving the quality of the executive staff,strengthening the accountability and effectiveness evaluation of the enforcement agency,and providing incentives for garbage classification;Increase the enthusiasm of the target group to participate in the classification,improve the basic environmental literacy of the residents,and enhance the residents' recognition of the policy;Optimize the policy environment,improve related supporting facilities,increase the breadth and depth of publicity,and discuss how to implement high-quality urban garbage classification and optimization policies.
