Community household waste classification can cultivate residents' economical and environmentally friendly lifestyle,create a green community living environment,meet people's needs for a better community life,and improve residents' sense of happiness,gain and security.Community solid waste classification is conducive to breaking through the "last mile" of urban solid waste classification and governance,better promoting the refined development of urban governance,and also conducive to the realization of the modernization of urban governance capacity and governance system.At present,Shanghai has preliminarily established a policy system for the classification of community solid waste with the "Shanghai Municipal Solid Waste Management Regulations" as the core.In the implementation process of the policy,the "green account" incentive mechanism,the punishment mechanism for misclassification,the "four categories" as the classification standard of the fixed time delivery system,scientific garbage classification effect evaluation mechanism and other specific systems have been established.The Shanghai Municipal Government has set up a joint meeting system to coordinate the work of all functional departments.Each community has gradually established the "multi-in-one" garbage classification and management mode under the leadership of the Party.July 1,2009,"Shanghai Municipal Household Waste Management Regulations" formally implemented.All the indicators evaluating the effectiveness of community household waste classification,such as the support rate of residents,the accuracy rate of garbage delivery and the rate of increase and decrease of different types of garbage,have been significantly improved.However,there are also some difficulties and pain points: in terms of policy content,the classification standard of MSW is too broad,the degree of refinement is low,and the lack of a sustainable classification standard refinement mechanism;In terms of the main body of implementation,the capacity construction of the main body of community household waste classification and governance is insufficient,the institutionalization and standardization of the "multi-inone" garbage classification and governance model under the guidance of the Party construction need to be strengthened,and the number and professionalism of volunteers are insufficient.In terms of target groups,the willingness and ability of community residents to classify MSB should be improved.In terms of external environment,the situational factors of household waste classification and delivery need to be strengthened,the guiding role of reward and punishment system is not obvious,and the hardware facilities need to be further optimized.In view of the problems existing in the implementation of the policy of household garbage classification in Shanghai communities,four optimization opinions and suggestions were put forward.First,by refining the standard of household garbage classification and exploring the charging system of household garbage classification,the policy of household garbage classification in Shanghai communities was further improved and the implementation of the policy was strengthened.Second,the construction of the "multi-in-one" garbage classification management model under the leadership of the Party construction and the strengthening of the construction of the volunteer team to improve the executive power of managers;Third,to develop a longterm publicity mechanism to improve residents' willingness and ability to classify;The fourth is to optimize the hardware supporting facilities and give play to the management advantages of "one network unified management" to improve the situational factors of household waste classification and delivery.
