In addition to having a sizable land area,China also has a sizable ocean area,which is rich in marine resources and has a tremendous potential for marine development.At this point,the expansion of China’s marine economic development space has received unprecedented attention,and the sea is gradually emerging as the nation’s new growth pole.The maritime field is also aggressively progressing toward high-quality growth in the context of it becoming a key issue in China’s 14 th Five-Year Plan and even in the future period.The growth of the marine industry is a special example of the development of the marine economy,and the scale effect and structure optimization effect produced during this process will be closely correlated with the degree of marine economic development.Yet,the conflict between the growth of the marine industry and the marine ecological environment has been brought to light along with the sector’s ongoing expansion,and this could prevent the marine field from shifting in the direction of highquality development.For the continued advancement of China’s marine power strategy and the achievement of the aim of high-quality marine development,it is of utmost importance to examine the level of coordinated growth of the country’s marine industry and ecological environment,as well as its motivating factors.Therefore,after thoroughly analyzing the relevant concepts,theoretical foundations,and actual state of the two ocean systems,this paper chooses 11 Chinese coastal provinces(cities)from 2009 to 2019 as the research objects,and evaluates the comprehensive scores of the two systems of marine industry and ecological environment,as well as the degree of coordinated development of marine industry and ecological environment in China,through the comprehensive evaluation method and the coupling coordination degree,respectively.On the basis of this evaluation,this paper constructs an econometric model based on the measured coupling coordination degree and the potential driving factors.The results of the study are as follows: Firstly,according to the quantitative findings of the comprehensive scores of marine industry development and marine ecological environment quality,China’s marine industry has developed and its marine ecological environment has improved over the course of the study;however,among the three major marine economic circles,the northern marine economic circle’s marine industry development and marine ecological environment quality are at the lowest level.It is clear there is a difference between the eastern and southern maritime economic zones.Secondly,from an overall perspective,the coordinated development level of China’s marine industry and ecological environment has been continuously improved during the study period,and has crossed from the initial primary coordinated development stage to the current intermediate coordinated development stage,however,in 2019,China will no longer be in the initial primary coordinated development stage.Sub in the regional perspective,from the coordinated development level of marine industry and ecological environment in 2009-2019,all three major marine economic circles have achieved a stage leap,but it is always east > south > north,and from the average annual growth rate of the coordinated development level,north is the highest,east is in the middle,and south is the lowest,indicating that the coordinated development level of the northern marine economic circle has a stronger growth momentum.Finally,according to the results of the panel random effects and fixed effects models,the overall perspective shows that command-based marine environmental regulations,regional economic development level,openness level and financial support can significantly drive the coordinated development of China’s marine industry and ecological environment,while market-based marine environmental regulations,marine technology innovation and fiscal decentralization are not significant yet.From a regional perspective,among the three major marine economic circles,both types of marine environmental regulations have a more significant driving effect in the eastern marine economic circle,while the regional economic development level and financial support have a more significant driving effect in the southern marine economic circle;marine science and technology innovation has a more significant driving effect in the northern marine economic circle,and fiscal decentralization has a suppressive effect only in the south.This paper offers specific and reasonable countermeasure suggestions from four levels,based on the fundamental findings of the empirical research,including stepping up government and public efforts to protect the marine environment,encouraging the transformation of traditional marine industries and the development of new ones,enhancing the coordination of marine industries and ecological environment development,and making reasonable use of different types of driving factors.The development of China’s marine industry and ecological environment will hopefully be more assisted in the future.
