Research On The Implementation Of Grassroots Work Safety Supervision Policy Based On Smith Model

Work safety supervision is a way to promote the implementation of the main responsibility of enterprises’ work safety,a concrete manifestation of the realization of the rule of law,an urgent need to resolutely prevent and contain various production safety accidents,and an important way and guarantee to achieve high-quality economic and social development.At present,the implementation of safety production supervision policies at the grassroots level is faced with problems such as weak infrastructure,incomplete risk identification,low standardization level of small and micro enterprises,and weak safety awareness of the main responsible persons of enterprises.The implementation of safety production supervision policies at the grassroots level is analyzed using the relevant theories of Smith Model,and the research is conducted from four aspects: idealized policies,implementation subjects,target groups,and implementation environment,In order to provide reference for improving the implementation of safety production supervision policies of township people’s governments.At present,China’s research on the implementation of the work safety supervision policy is mainly at the macro level,mainly from the national and provincial levels to study the improvement measures for the implementation of the work safety supervision policy.The research on the grass-roots practicality and the practical analysis based on the supervision and law enforcement cases are rare.On the basis of the current research on the implementation of the work safety supervision policy,this paper uses the Smith model analysis framework,policy feedback theory and street bureaucrat theory to analyze the problems in the implementation of the work safety supervision policy in H New Area,Haimen District,Nantong City,and is committed to opening up ideas for the work safety supervision and entrusted law enforcement of township people’s governments under the emergency management system.This paper is divided into six chapters.The first chapter introduces the background,research problems and research significance of the topic.Through reading domestic and foreign literature,it summarizes the problems,causes and countermeasures of domestic and foreign safety production supervision policies,implementation subjects,implementation objects and policy environment,and determines the research methods and technical routes.The main body is from Chapter 2 to Chapter 6.Among them,the second chapter explains the relevant concepts and theoretical basis;The third chapter analyzes the implementation status of the safety production supervision policy in H New Area;The fourth chapter makes an empirical analysis on the implementation of work safety supervision policies in H New Area,summarizes the current implementation of work safety supervision policies through questionnaire analysis,interviews,etc.,and finds out the problems existing in the grass-roots work safety supervision policies,implementing agencies,target groups,and implementation environment;The fifth chapter analyzes the reasons for the problems in the implementation of work safety supervision policies in H New Area from the perspective of Smith model.The sixth chapter puts forward suggestions on policy optimization from the aspects of improving the supervision policy,refining the supervision process,synchronizing the policy guarantee,and formulating fair policies in view of the insufficient implementation of the grass-roots work safety supervision policy;From the aspects of optimizing the system and mechanism,strengthening the construction of institutional operation capacity,and strengthening the construction of administrative ethics,the paper puts forward suggestions on optimizing the executive institutions;Put forward suggestions on optimizing the target group of policy implementation from the aspects of enhancing the awareness of learning and abiding by the law,compacting the main responsibility of safe production,and standardizing the education and training assessment;Put forward suggestions on optimizing the policy implementation environment from the aspects of optimizing the economic and social environment,deepening special rectification,sharing information and jointly governing,and upgrading the industrial structure;Put forward suggestions on optimizing the interactive process of policy implementation from the aspects of making up for the lack of regulatory power by means of informatization,carrying out reasoning based law enforcement and sunshine based law enforcement.
