Research On Influencing Factors And Optimization Strategies Of Safety Production Supervision Policy Implementation

With the rapid development of the modernization process,safety production accidents in my country are showing a trend of frequent occurrence,the safety production situation is very serious,and the structural contradictions are prominent,which has become an important factor restricting high-quality development and the modernization of governance capabilities.Since the 18 th National Congress of the Communist Party of China,the Party and the state have attached great importance to safety production issues,and successively issued a number of policies and regulations such as the "Safety Production Law" and "Opinions on Comprehensively Strengthening the Safety Production of Hazardous Chemicals".Regulatory effectiveness.However,in the actual governance process of safety production,there is a prominent contradiction between the increased implementation of safety production supervision policies and the low efficiency of practical governance.Production safety concerns the well-being of the people and the overall situation of economic and social development,and is an important guarantee for achieving higher-quality,more sustainable,and more efficient development.In the face of the severe reality of safety production and the good expectations of the people,how to coordinate development and safety under the existing system,effectively improve the implementation of safety supervision policies,and enhance the efficiency of policy implementation has become an urgent issue for governments at all levels to solve.Based on this,this thesis takes the process of the implementation of local government safety production supervision policies as the research object,and based on the data collection of questionnaires and in-depth interviews covering 13 cities in Jiangsu Province,extracts the factors that affect the implementation of safety production supervision policies,and uses empirical analysis methods.Build a theoretical model that affects the implementation of safety production supervision policies,try to put forward countermeasures and suggestions to solve safety production supervision problems on the basis of mining the influencing factors of safety production supervision policy implementation,so as to further improve the safety production supervision system and enhance the efficiency of safety production supervision,better to enhance the sense of security and well-being of the people.After research,it is found that the system environment,policy characteristics,values,policy resources,implementation behavior,and institutional characteristics can directly affect the implementation effect of safety production supervision policies,and the system environment,policy characteristics,values,policy resources,and institutional characteristics can also be used as a moderator.Variables indirectly affect the effect of policy implementation by affecting the implementation behavior of policy executors.However,policy executors in a certain system environment will flexibly use existing tools and resources to implement safety production policies under the influence of multiple values in the face of policy instructions and goals issued by the upper-level government.Therefore,the implementation effect of safety production supervision policies can be effectively improved by optimizing and supplementing the policy system;strengthening subject behavior compliance;purifying and improving the system environment.
