Study On Fragmentation Of Rural Living Waste Management From The Holistic Treatment Perspective

Effective governance of rural living waste is an important task to implement the strategy of rural revitalization and realize ecological livability.According to the survey,the current rural living waste governance is facing many problems,one of the more prominent problems is the fragmentation of governance,failed to form a joint force,it is urgent for the academic community to study.In response to this demand,this paper USES the holistic governance theory and takes A city as an example to conduct a systematic study on the problem of "fragmentation of rural living waste management",and puts forward policy Suggestions on integrating various forces and resources to effectively governance rural living waste.The framework of this paper includes six chapters:Chapter 1:introduction.This chapter includes the background of the topic,the significance of the research,the review of the research status at home and abroad,the definition of important concepts,the method,structure and innovation of the research.Chapter 2:the theoretical tool of this research:holistic governance theory.After expounding the problem orientation,value concept and academic meaning of holistic governance theory,this chapter focuses on the applicability of holistic governance theory to the study of the fragmentation of rural living waste treatment.Chapter 3:investigation,design,implementation and data statistics of the fragmentation of rural living waste treatment in A city.Chapter 4:analysis of the fragmentation of rural living waste treatment based on the survey results.This chapter systematically analyzes the fragmentation of rural living waste treatment in A city from five aspects:governance concept,governance structure,governance region,governance information and governance supervision,based on the data obtained from the above questionnaire survey and the data obtained from the interview survey.Chapter 5:discussion on the overall management strategy to solve the fragmentation problem of rural living waste treatment.Based on the academic significance of holistic governance theory and the reality and development needs of A city,this chapter discusses the strategic Suggestions to solve the fragmentation problem of rural living waste governance from five dimensions.(2)promote the overall linkage and realize the integration of waste treatment structure;(3)pay attention to regional coordination and improve the coordination and cooperation mechanism of various participants in waste treatment;(4)build an interactive platform to share waste management information;(5)strengthen supervision and management to improve the overall performance of waste treatment.Chapter 6:summary and prospect of this research.In this chapter,the main achievements of this research are summarized,and the shortcomings are pointed out.The innovation intention of this paper is mainly manifested in the following threeaspects:(1)innovation in analysis perspective.It is learned from existing literature that fewdomestic literatures have analyzed the fragmentation of rural living waste treatment from the perspective of holistic governance theory,and this paper has made innovative efforts in this regard.(2)innovation in research issues.This paper studies the fragmentation of rural livingwaste management from five aspects,such as "governance concept",which is rarely seen in domestic academic circles.It is an innovative attempt.(3)innovation in strategic Suggestions.In this paper,based on the holisticgovernance orientation and from five dimensions,the strategy Suggestions to solve the problem of fragmentation of rural living waste treatment are proposed,which have great innovation and high application value.
