A Study On The Deviation Between The Behavior And Willingness Of Urban Residents In Domestic Waste Classification

In order to solve the problem of “Garbage overflowing” in cities and meet people’s increasing demand for a high-quality living environment,our country introduced a plan in2017 to implement the compulsory classification of domestic waste in 46 cities,so far,however,the results have been disappointing.How to effectively promote the classification of domestic waste has become an important issue for urban sustainable development.Combing through the existing research on the classification of domestic waste,it is found that most of them only analyze the classification intention or classification behavior,and lack the combination of the residents’ classification intention and classification behavior,to explore the internal mechanism of residents’ classification behavior.However,in real life,residents have higher classification intention,but have less classification behavior.Therefore,it is urgent to clarify the internal mechanism of residents’ classification behavior and transform residents’ classification intention into actual classification behavior.Based on the data of 1021 field surveys,this study adopts the Logit model from the perspective of the dissonance between the classification behavior and the will of urban residents,this paper analyzes the factors that influence the generation of residents’ classification intention,the occurrence of classification behavior and the phenomenon of behavior-will deviation,and further analyzes the relations among the factors by using ISM model,the paper interprets the logic of action of residents’ participation in waste classification.The main findings of the study are as follows:(1)there was a discrepancy between the residents’ categorical behavior and their will.The ratio of the discrepancy between the residents’ categorical behavior and their will(61.3%)was significantly higher than that of the consistency between their behavior and their will(38.7%);(2)there are differences in the factors affecting residents’ classification intention and behavior.Among them,age,education level,sense of environmental moral obligation,publicity and education,the number of supporting facilities,classification instructors on classification will and behavior are significant.Monthly income level,environmental cognition,environmental values,classification knowledge and skills only had significant effects on classification intention.However,policies and regulations,rewards and punishments,distance of delivery point,time cost and economic cost only have significant effects on classification behavior;(3)the binary Logit model and ISM model showed that 13 variables passed the significance test in the analysis of the factors affecting the dissonance of residents’ categorical behavior and intention,and the 13 significant factors were related to each other,distributed in 3 different levels.Among them,economic cost,sense of environmental moral obligation,environmental values,time cost are the direct surface factors that affect the dissension between residents’ classification behavior and will,reward and punishment measures,classification knowledge and skills,and distance from the delivery point are the indirect factors that affect the dissonance between residents’ classification behavior and their will,policies,laws and regulations,propaganda and education,age,education level,classification guide,the number of supporting facilities are the deep root factors that affect the residents’ classification behavior.Finally,the paper puts forward some suggestions from five aspects to promote the transformation of residents’ classification intention into actual behavior.These include: further improving the policy system,strengthening the supply of special policies on waste classification,strengthening the compulsory signal on waste classification;doing well in scientific and popular education,improving the environmental literacy level of residents,and increasing the willingness to participate in waste classification;Efforts will be made to improve the accessibility of waste sorting facilities and reduce the obstacles to the transformation of the will to classify into actual behaviors We should build a multi-subject supervision system and gradually realize the transformation from administrative supervision to social supervision.
