Research Of Cost Control For ZhangZhou Nuclear Power Project

With the slowdown of China’s economic growth and the "new normal" of economic development,the domestic power supply will be in a state of "overall loose,partial surplus" for a long time,and the nuclear power plant principals will face a difficult situation of "double reduction" in electricity quantity and electricity price.Due to the long construction cycle,large investment scale,strict government supervision,market monopoly,contradiction between equipment supply and demand,the construction cost of domestic nuclear power projects has been high.Since 2008,there has been no good summary of cost control experience for a large number of domestic nuclear power project,the cost mechanism of nuclear power project has not really formed,and there is some human intervention,resulting in insufficient attention to nuclear power economy.In view of the lack of mature,standardized and effective cost model for nuclear power projects in China,the project cost control problems faced by nuclear power projects have to be concerned.This paper is based on the project cost control problems faced by Zhangzhou nuclear power project,by analyzing the cost management situation in foreign nuclear power projects and cost management problems in domestic nuclear power projects,collecting and analyzing the economic index data of similar reference nuclear power projects in the same period,using break even analysis,sensitivity analysis and the analysis of nuclear benchmark price calculating the nuclear power project total investment,a million kilowatt nuclear power technology and economic model is built for the benchmark of Zhangzhou nuclear power investment estimation index system;Then,combined with the cost management experience and case analysis of foreign and domestic nuclear power projects,the cost management situation of various stages such as investment decision-making during the early preparation stage,design and construction of nuclear power projects is analyzed,and the necessity of the whole process cost control of Zhangzhou nuclear power project is put forward,with emphasis on research of cost control methods and measures from the investment decision-making stage,design stage,bidding procurement stage,project construction stage to completion settlement stage in Zhangzhou nuclear power project by using the methods of value engineering theory,earned value method,PDCA cycle,integration management etc,in order to promote the follow-up comprehensive and effective project cost management in domestic nuclear power project,reduce the cost of nuclear power generation,improve the investment income of nuclear power enterprises,promote the healthy and rapid development of China’s nuclear power industry.
