Recently,powerful Chinese economy has driven rapid growth of civil aviation transportation.Meanwhile,a large number of civil aviation passenger transportation needs are accompanied by a continuously increase of massive flights.Those result some problems,such as limited airspace resources cannot meet the demand for flight volume,delay flights always frequently appear,and huge losses.Therefore,it is very important and necessary that the research on Early Warning about Flight Delays in Airports and Air Traffic Control.The main researches on warning of delay flights in this article including:1.From the perspective of air traffic control,some factors,such as extreme weather and air traffic control factors,will affect the airspace capacity.Those will result that inbound and outbound flights unable to operate normally in the airspace,resulting in flights on airspace delays.We construct a system of early warning indicator from the perspective of air traffic management.Then improve assessment accuracy ability of the matter-element extension model by variable weight method and asymmetric closeness.Then through the analysis of the calculation examples,it is found that the evaluation result of optimized model is much better than the original model’s.The former is more in line with the actual situation.2.Based on the perspective of the airport,because some factors,such as extreme weather and human factors,the guarantee ability of airport operation cannot meet the airport capacity demand.So this result in airport flight delays.the civil flight delay warning indicator system is established on the dynamic changes of the airport capacity.Then the delay warning model is established by using the intuitionistic fuzzy theory.Next the correlation between the indicators and the evaluation results is analyzed.Calculation examples is used to compare the model in this paper with the Markov model,the former is more accurate in civil flight delay early warning.3.Considering that the airport and its airspace are simultaneously affected by extreme weather,human factors and other factors.They will cause civil flight delays.And in order to improve the cooperative early warning capability of the airport and air traffic management about delay early warning.The system of delay early warning is created,which based on the airport and air traffic management.Rough set attribute reduction is used to establish a new indicator system suitable for airport and air traffic management on the early warning of civil flight delay.Then analytic hierarchy process and gray clustering are used to establish the delay early warning model.Next the model in this paper is compared with the matter-element extension model by a calculation examples,the evaluation result of the former is more like with the reality.Studying issues of civil flight delay early warning from three different perspectives of air traffic management,airport and the coordination of the two.Then building three comprehensive evaluation models of civil flight delay early warning,such as improved matter-element optimization model,intuitionistic fuzzy set model and gray clustering decision model.Those improve the cooperative early warning capability of airports and air traffic management on civil flight delays.
