In the context of the new normal of China’s economy from high speed growth to medium-high speed growth and the proposed supply-side reform,the number and scale of mega construction projects undertaking important roles are gradually increasing.In the process of bidding for mega construction projects,the owner is faced with two tests:the necessity of contractor cultivation policy and the effectiveness of unbalanced bidding supervision.Based on this,this paper starts from the cultivation of incentive mechanism and unbalanced bidding governance in mega construction projects,and through the case analysis of the Hong Kong-Zhuhai-Macao Bridge and Sutong Bridge,it analyzes and summarizes the characteristics of the bidding process of major projects,as well as the particularity of owner supervision and contractor bidding strategy selection behavior in major projects.On this basis,aiming at cultivating mixed with subsidy policy,the single cultivation and the single subsidy policy three incentive strategy,this paper established an evolutionary game model in which major project owners and contractors participate together.Through analysis of evolution process and equilibrium of owner supervision strategy behavior and contractor bidding strategy behavior under different incentive regulation policy.The following conclusions are drawn:(1)Post-cultivation in an appropriate proportion can increase the owner’s supervision effect on the contractor’s unbalanced bidding strategy.However,the increase in the cultivation cost in the later period,the cost of the owner’s implementation of the supervision strategy increases.The additional economic pressure generated by the cultivation policy forces the owner to give up the supervision strategy.(2)The adoption of early cultivation policies reduces the possibility that the owner chooses a supervision strategy and the contractor chooses a balanced bidding strategy.Therefore,when using the cultivation policy to improve the contractor’s participation or ability,the owner needs to be alert to the risk of unbalanced bidding.The owner can improve the inhibitory effect of the early cultivation on the imbalanced bidding supervision of the contractor by selecting an appropriate later cultivation coefficient.(3)In the bidding process of major projects,the adoption of cultivation policies reduces the inhibitory effect of punitive measures on the contractors’ selection of unbalanced bidding strategies.Therefore,owners of major projects may pay attention to their impact on the supervision effect of punitive measures while adopting the cultivation policy.
