| As a strategic industry,civil aviation plays a fundamental and leading role in the new journey of the Chinese nation’s great rejuvenation in all respects.General aviation is an important constitute of civil aviation,which,together with transport aviation,is called the “two wings” of civil aviation,and is unique and irreplaceable in national economic development and social welfare undertakings.With China’s economic and social development entering a new normal and China’saviation highly developing and ranking second in the world,general aviation,featuring its own advantages and mobilityfor long industrial chain,widespread service,strong driving force,flexibility,speed and efficiency,has gradually been developed and cultivated to beour country’s new economic growth point and market momentum in this new era,which has become an emerging industry.However,there is a huge gap of its development between developed countries such as Europe and the United States where it is highly advanced and our country where it has a late start and weak foundation.Tibet is still the bottom of building socialism with Chinese characteristics for a new era,whose civil aviation is an indispensable part of our country’s stride forward fromlarge aviation industry to a powerful one.General aviation as a strong channel to gradually spread and achieve the national strategy is just a beginning in Tibet.Based on the history and experience of general aviation at home and abroad,the development of general aviation cannot only rely on market mechanism,but the government’s macro guidance and policy support can play a decisively crucial role.Taking Tibet as an example,this thesis based on the government’s policy support to develop general aviation analyzes significance of the development of general aviation and the special background of policy supportin Tibet.Employing document analysis,comparative study and interview research,this paper from the perspective of the new public service theory and government intervention theory,Combined with the current situation of general aviation development in Tibet Autonomous Region,this paper sorts out the planning policies,talent policies,fiscal and taxation policies and other policies,and points out that the overall goal and direction of general aviation development generated by the limited policies are further clarified,all parties pay more attention to the development of general aviation,and the development of general aviation has greater autonomy and flexibility The paper points out that there are some problems in the development of general aviation in Tibet Autonomous Region,such as incomplete joint working system,lack of planning in policy making,imperfect safety supervision policy,lack of pertinence in financial and tax system,imperfect talent support policy,and so on There are six problems in the lack of infrastructure construction policies.Through systematic analysis of the above problems,it is concluded that the main reasons for the problems are the overall lag of Tibet’s economic and social development level,the deviation of local government’s cognition of the industry,the failure of government functions to effectively play the leading role of the industry,and the lack of close integration with the special actual situation of Tibet,Then,it puts forward six policy measures and paths: establishing a joint system to support the development of general aviation,strengthening the planning of general aviation policy,improving the safety supervision policy of general aviation industry,improving the fiscal and taxation policy of general aviation,improving the talent policy of general aviation,and formulating the relevant policies of general aviation infrastructure construction.This research attempts to provide guidance and direction to further scheme and perfect Tibet’s general aviation,which can help Tibet with a long-term economic and social development and stability,and help to gradually deepen the national strategy and enforce civil aviation. |
