The Research On The Problem And Countermeasure In The Implementation Of Residential Ladder Electricity Price Policy In Chuanshan District Of Suining City

With the rapid development of our society,electricity has become an indispensable energy supply in people’s life.The continuous improvement of people’s living standard has driven people’s demand for electricity to increase continuously.In order to promote energy saving and emission reduction,improve residents’ awareness of electricity saving and utilization of power resources,build an environment-friendly society,guide residents to use electricity reasonably and economically,and establish a reasonable and fair electricity system,the state has decided to implement a tariff ladder for residents’ electricity consumption in the field of electricity.Due to the differences in economic development and power supply costs of power supply enterprises in different regions of China,the implementation of the residential tariff policy differs from region to region.Therefore,after analyzing the effects and problems of the policy implementation,a sound and feasible residential tariff policy applicable to the actual situation of the region should be established by optimizing the policy and improving the corresponding supporting measures,so as to enhance the implementation.Therefore,it has become an important issue in the reform of power system and optimization of business environment of power supply by optimizing and improving the corresponding supporting measures,establishing a set of sound and feasible residential tariff policy for the actual situation of the region.This paper takes the implementation of the residential tariff policy in Chuanshan District,Suining City as the research object,and adopts the methods of questionnaire survey and interview to investigate and analyze the current situation of the implementation of the residential step tariff policy in Chuangshan District,Suining City,in order to understand the current situation of the implementation of the residential step tariff policy in Chuangshan District,Suining City,find out the problems and shortcomings in the process of policy implementation,and analyze the reasons for them,and put forward targeted the feasible countermeasures and suggestions that can help improve the problems in implementation of the residential step tariff policy in the area,and provide a reference for further optimizing the reasonable allocation of electric power resources in the area.This paper is divided into five parts: the first part is the introduction,which mainly explains the research background and significance of the paper,the current situation of domestic and foreign research,the research ideas and methods,the innovation and shortcomings of the paper,and reviews the current situation of the research.The second part is the concept definition and theoretical foundation,which mainly explains the concepts related to step tariff and the important basic theories,including step tariff,residential step tariff,government regulation theory,price discrimination theory,public policy implementation theory etc.The third part designs and implements a questionnaire survey on the current situation of the implementation of the residential step tariff policy in Chuangshan District,Suining City,and analyzes the survey data in detail.The fourth part analyzes the main problems of the implementation of the residential step tariff policy in Chuangshan District of Suining City and its causes.The fifth part proposes feasible countermeasures for solving the main problems of the implementation of the residential step tariff policy in Chuangshan District,Suining City: firstly,to reasonably distinguish the different electricity consumption situations of residents,secondly,to guide the residents to use electricity reasonably,thirdly,to deepen the supervision of power supply enterprises by government,fourthly,to strengthen the publicity of the policy by power supply enterprises,and fifthly,to further improve the corresponding supportive supporting policies.
