The Research On The Policy Implementation Problem Of The Historical And Cultural City Protection With The Smith Model

Historical and cultural city is space carrier of historical and cultural heritage, which must be protected object in today’s city culture construction. The protection of historical and cultural city in China as a public policy has been implemented for30years, however, in recent years, large-scale development and construction to make the city history cultural heritage suffered serious damage. How to protect the historical and cultural heritage in the modern city construction, and how to heritage the city context has become a topic of city management area to think and explore. Therefore, through a wide range of case studies and puts forward some corresponding improvement measures, has the extremely important theory significance and the practical significance to the protection of the historical and cultural city.This paper takes Shenyang as an example, through access to various types of data, using questionnaires, interviews and other research results of society, with Smith theory of policy implementation model to research the historical and cultural city protection policy implementation of Shenyang, to find out the implementation of the policy of the problem, and through analysis in depth, and then tries to propose solutions to these problems countermeasures of public policy, improve execution efficiency, guarantee the realization of the policy target.This paper is divided into the following five parts:the first part describes the research significance and research status; the second part elaborates the relevant concept definition of the protection of historical and cultural city and the public policy implementation, and the basic content of the Smith policy implementation model; the third part researches the protection policy implementation of the historical and cultural city of Shenyang and points out the existence of representative problem; the fourth part analysis problems which has led to the historical and cultural city protection policy implementation of Shenyang with the application of Smith’s policy execution model; the fifth part puts forward countermeasure of the historical and cultural city protection policy implementation process question of Shenyang.
