Research On PPP Operation Capability Evaluation Of State-owned Construction Enterprises Based On Combination Weighting

By 2021,the PPP projects of our country have accumulated in the database of 10,234 projects,with a total investment of 16.2 trillion yuan.After the construction of recent years,our country’s PPP projects have begun to enter the operation period,belonging to the PPP project operation era is coming.As the main participants of social capital in PPP projects,state-owned construction enterprises will face the test of operating capacity for 10-30 years.As far as the present situation is concerned,the ability of state-owned construction enterprises to participate in the operation of PPP mode is still insufficient,and there are obvious problems such as lack of operation experience,lack of professional talent team and lack of perfect operation management system,and obvious tendencies such as "engineering orientation","heavy construction,light operation" and "virtual operation".This paper studies the problems of state-owned construction enterprises in the stage of PPP project operation,identifies and analyzes the factors that affect the PPP model operation ability of state-owned construction enterprises,and constructs an evaluation model for example analysis,which is of great significance for state-owned construction enterprises to improve operation ability,improve management efficiency and accumulate experience in PPP project operation.First of all,this paper elaborates the theoretical basis of the full text,including the connotation and characteristics of PPP projects and state-owned construction enterprises and the advantages of participating in PPP model.Secondly,based on the author’s understanding of PPP projects in practice,this paper uses two qualitative analysis methods:literature research and case analysis to preliminarily establish a list of influencing factors,and identifies and explains the influencing factors of PPP project operation capacity of state-owned construction enterprises,and optimizes the index system of PPP project operation capacity evaluation by means of Vague set theory.Then,the combination weights of AHP and entropy weight method are determined,and the fuzzy comprehensive evaluation model of PPP project operation ability of state-owned construction enterprises is established.And choose the actual project case as the object of study,to evaluate its operation,to verify the applicability of the evaluation model.Finally,according to the result of fuzzy comprehensive evaluation,the paper confirms the level of operation ability of the case,and puts forward some suggestions.
