Research On Influencing Factors Of PPP Project Operating Capability Of State-owned Construction Enterprises

With the country's strong supervision,PPP has entered a new era of improving quality and efficiency,focusing on operations and standardization.At present,the PPP project library has a total of 12,608 projects,with a total investment of 17.70 trillion yuan,most of which are about to enter the operation period.State-owned construction enterprises will face up to 20-30 years of operation test as the most important social capital in China's PPP market.It is of great significance to study the problems of state-owned construction enterprises participating in the operation of PPP projects,and to promote the improvement of operational capacity and management efficiency of state-owned construction enterprises,successful operation of stocks and subsequent PPP projects,as well as the transformation and development of enterprises themselves.Firstly,after fully expounding the related theories of PPP mode and PPP project operation,this paper takes the French Vinci Group as an example to study the importance of integration of construction contracting and franchising business.Through the SWOT analysis of state-owned construction enterprises participating in PPP projects,the importance of improving the operational capacity of PPP projects to state-owned construction enterprises is further clarified.Secondly,through the analysis of selected PPP cases in multiple fields,and based on the combing research of the literature,the paper analyzes the influencing factors faced by state-owned construction enterprises in the operation process of PPP projects,and further improves the indicators through expert investigation.Based on the quantitative analysis of the importance evaluation of indicators,combined with the adjustment of expert opinions,the improvement of dimensions and indicators,and finally determine the indicator system of the influencing factors of the operational capacity of state-owned construction enterprises PPP projects.Then,based on the study of the structural equation model theory and the applicability of the structural equations in this study,the structural equation modeling software is determined by comparative analysis.The relationship between the latent variables is discussed based on the literature and project case studies.According to the previous influencing factors index system to form a reasonable model theory hypothesis,based on the hypothesis,the theoretical model of the structural equation of the influencing factors of the operational capacity of the state-owned construction enterprise PPP project is deduced,as the basis for solving the key influencing factors.Finally,using the operational capability influencing factors model established in the previous paper to study the selected cases,the model calculation results are obtained through model fitting and testing,and the key results of the PPP project operation capacity of state-owned construction enterprises are obtained based on the empirical results of the influencing factors model.The empirical results of latent variables and observed variables are analyzed to study the mechanism of action to verify the reliability of empirical results.Finally,the strategies for improving the operational capacity of state-owned construction enterprises are proposed for key variables,in order to provide reference for state-owned construction enterprises to participate in the operation of other PPP projects.
